The aim of the EQRA Program is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance.
The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to: (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher& TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
Sr. Internal Audit Officer is Responsible for handling audit assignments that may be complex or sensitive, lead and direct audit staff throughout the audit assignments, raises issues and concerns and makes recommendations, exercises critical thinking and judgment to effectively influence management to improve the control environment, develops quality audit reports and supports, and shares the audit report with MoE management. S/he actively support peers and audit team with the development as part of on job training during the audit execution.
Specific Responsibilities of Sr. Internal Audit Officer
ü Evaluation and providing reasonable assurance that risk management, control, and governance systems are functioning as intended and will enable the organization's objectives and goals to be met
ü Collaborating with the Internal Audit Manager to prepare Technical Audit Programs for each activity of the MoE:
Finance Audit Program
Procurement Audit Program
Human Resources Audit Program
Audit Program for provincial audits
Audit Program Special assignments
Audit Program for book distribution audit
ü Annually discussing the Department’s scope and schedule for the coming year with audit managers to be approved by Chief Internal Auditor and H.E Minister of the Education.
ü Periodically reviewing and discussing audit findings and other matters at other such times as necessary
ü Reporting risk management issues and internal controls deficiencies identified
ü Providing recommendations for improving the organization's operations, in terms of both efficient and effective performance
ü Developing recommendations for improving internal controls, operating efficiency, and the adequacy of MoE records and record keeping.
ü Reporting audit findings and recommendations to appropriate management based on the results of regularly scheduled audits, non-scheduled audits, and at any time when issues need to be addressed by management.
ü Conducting follow-up reviews of financial, operational, or regulatory compliance deficiencies noted during audits.
ü Conducting investigations of irregularities discovered by or brought to the auditor’s attention.
ü Investigating EQRA related issues, as requested by Senior Management
ü Perform other duties as required, consistent with the goals, objectives, and responsibilities of the Internal Audit Department and with the approval of the Chief Internal Auditor.

Bachelor degree in Business Administration, accounting, Finance, Economics, LLB. ACCA, CIA, CFE, certifications are favorable.
Experience:
5 years or more record experience in financial management and/or internal audit.
1) Recruitment:
a. The recruitment will be done through a transparent and competitive processes.
b. The contract will be a time-based payment contract and include a period of one year and may be renewed subject to funding and satisfactory performance.
c. The Consultant is required to spend his or her full time in Afghanistan.
d. The assignment will terminate upon end of contract tenure or upon the issue of the dissatisfaction with the work of consultant whichever is earlier, the contract may be extended for a further period after end of contract subject to need, funding availability and satisfactory performance.
2) Work conditions
a. The internal audit officer will work according to Afghanistan MoE’s rules and regulation.
b. MoE will provide a proper work station at central MoE building.
c. The audit officer will Report to IA manager
3) Evaluation
a. The initial three months will be considered a probationary period.
b. A formal performance evaluation shall be conducted annually jointly by the IA department as well as by HRMU and the WB.
c. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
d. Contract extension is subject to fund availability, business need, and satisfactory performance.
