Duties & Responsibilities


Summary of Key Functions:

• Provide technical support to the development of sub-
programs, implementation plans and operational detail
with particular support provided to each of the five
ministries under the guidance of Cluster Lead (H.E.
Minister of Education) and or his Senior Technical
Advisor who is Coordinator of the cluster.
• Contribute to a dynamic process that assists ministry
participations to think outside of the box, encourage
difficult choices if needed; assist in developing and
implementing of reform and capacity enhancement agendas
to include revising policies, structures, regulations and
procedures aimed at improving overall implementation and
achieving results.
• Ensure consistency of Cluster vision, objectives,
concepts, and planning approach among Clusters by helping
to identify linkages between Clusters and facilitating
technical coordination within and across the Clusters.
• Assist in developing costing, budget, outcome and
indicators etc.
• Liaise, as appropriate and desired by the Cluster Lead
and or Coordinator, with various donor
governments/organizations to solicit feedback on Cluster
plans, provide information on donor activities to the
Cluster when relevant, and maintain donor interest and
buy-in of the Cluster process.
• Support the Cluster Coordinator in ensuring a proper and
efficient flow of information between the Cluster
Coordinating Committee Secretariat (which is based at the
Ministry of Finance) and the HRD Cluster.
• Provide technical support to the program teams at
individual ministries as requested by the Cluster
Coordinator.
• Liaise and maintaining close contact and communication
with HRD Cluster member ministries on their performance
and assist in actual implementation of the national
priority programs particularly keeping in mind the
sustainable capacity development and Afghan ownership.
• Support inter-ministerial coordination as well as
planning and implementation of joint initiatives.
• Assist HRD Cluster member ministries in
developing/amendment of action plans and program
deliverables.
• Ensure the preparation and submission of periodic
Progress Reports to all relevant stakeholder including
donors
• Assist the team in preparing and implementing an
integrated work plan and activities plans for ongoing and
future activities
• Assist in preparation and issuing of official documents
and correspondence cluster members, other government and
non government, Civil Societies and private sectors
• Participate in any meeting and workshop in the area of
responsibility and maintain close relationship with HRD
all stakeholders.
• Support all local team members in their activities as
necessary, aiming at improving and strengthening
interventions, promote discussion, develop synergies and
cooperation among HRD Cluster member ministries.
• Ensure constant communication to identify potential
problems, formulate recommendations and solutions and
report.
• Undertake other duties as assigned by the Cluster Lead
and or Coordinator.
• Maintain partnership with Private Sector and Civil
Society Organization;
• Additional Tasks assigned by Cluster Coordinator
(Minister of Education);

Reports to:

H.E. Minister Of Education – Dr. Faroq Wardak , H.E. Deputy Minister of Policy – Humayun Hamidzada, the Cluster Secretariat, and ANDP Project Manager.

Job Requirements

Education:
• Fluency in the Human Resources Development sector
(education, labor, training), particularly as it relates
to Afghanistan.

Experience:
• Direct senior-level experience in Afghanistan interacting
with GoA officials and ministries.
• Skill in translating policy directives into practical
application through ministry bankable programs.
• Possess linkages to donor governments and organizations
and be knowledgeable of non-GoA aid programs and
activities related to the Cluster.

Language Requirements:

• Proficiency in English language is required.
