Duties & Responsibilities:
Summary of Key Functions:
â€¢ Provide senior technical support to the Cluster strategy
development, program and project analysis and design as
well as other planning and implementation work of the
Clusters, with particular support provided to the Cluster
Coordinator (H.E. Sr. Minister).
â€¢ Maintain a close working relationship and coherent
coordination with Governance and PAR ministries/agencies,
financial institutions and inter-governmental bodies
â€¢ Undertake consultative missions and meeting with partners
to determine needs, identify areas of cooperation and
support and inform them regarding GOC priorities and
â€¢ Provide technical advice and guidance to enable
Governance and Public Administration and Reform
responsible of the GOC to define priority action programs
and projects which will address critical governance,
Public Administration and other reform problems in
Afghanistan and enhance the level of cooperation on
national and sub-national matters, especially on issues
relevant to PAR and governance systems;
â€¢ Follow up on strategic policies of GOC regarding resource
mobilization so as to maintain a secure funding base for
the Governance, PAR and Reform implementing organization.
â€¢ Further evaluate the Governance needs in the country and
promote national and sub-national cooperation in
substantive activities related to Governance and PAR.
â€¢ Analyze progress in GOC as the basis of sustainable
â€¢ Contribute to a dynamic process that assists GOC
participations to think outside of the box, encourage
difficult choices if needed, and assist in developing and
implementing cutting edge programs.
â€¢ Provide facilitation for Cluster strategy and planning
sessions as well as technical working group meetings
focused on implementation, when appropriate.
â€¢ Assist in developing programs and their projects that
have been outlined by the Cluster, including costing
portions of the programs, developing budgets, indicators,
â€¢ Liaise, as appropriate and desired by the Cluster
Coordinator, with various donor governments/organizations
to solicit tentative feedback on Cluster plans, provide
information on donor activities to the Cluster when
relevant, and maintain donor interest and buy-in of the
â€¢ Support the Cluster Manager in ensuring the proper and
efficient flow of information between the CCC Secretariat
and the Cluster.
â€¢ Provide technical support to the program teams at
individual ministries/ agencies as requested by the
Cluster Coordinator or the Cluster Manager.

implemented in an integrated manner with the larger
national plan and the plans of other Clusters.
â€¢ Provide technical assistance to the Cluster secretariat
and ministry focal points to facilitate planning and
implementation of the Clusters process and identified
national programs in support of the envisioned

â€¢ Advanced university degree (Master's degree or
equivalent) in Good Governance, Public Administration,
Business Administration, political science, or a relevant
scientific discipline. A first level university degree
with a relevant combination of academic and professional
qualifications may be accepted in lieu of the advanced
â€¢ At least eight to ten years of progressively responsible
experience in a field relating to governance, public
administration, sustainable development or post-war
recovery, of which five years should be at the
international level. Knowledge of the Government system
is an asset, and a track record of diplomatic
â€¢ Direct senior-level experience in Afghanistan interacting
with GoA officials and ministries.
â€¢ Skill in translating policy directives into practical
application through ministry bankable programs.
â€¢ Possess linkages to donor governments and organizations
and be knowledgeable of non-GoA aid programs and
activities related to the Cluster.
â€¢ Proficiency in English language is required.
