Job Summary:

ARDS on behalf of Ministry of Interior Affairs accouncing this vacany and seeking for qualified Advisor on legal issues as a ( Senior Legal Advisor).

Duties & Responsibilities:

• To study, evaluate, interpret, review and propose to draft bills to comply with the National Police Strategy in the light of the Islamic Republic of Afghanistan’s Constitution, current laws, rules and regulations.
• To evaluate the National Police Strategy to comply with the ANDS, and the Afghan development Legal Strategy that may affect the MoI’s legal needs to be in compliance with the Constitution and other existing laws. If needed, propose and draft bills and notes.
• To evaluate, review and draft the MoI’s Departments Terms of Reference in the light of current laws and regulations, if needed, propose changes in current practices.
• To review and evaluate MoI’s existing national and international protocols and contracts in the light of the Afghan Constitution and existing laws, if needed propose and suggest changes.
• To evaluate and review MoI’s possible new protocols and contracts to be in compliance with the Afghan Constitutions and existing laws, rules and regulations.
• To propose and prepare and draft MoI’s future developmental legal needs.
• To draft legal documents, bills and notes in the light of the Afghan Constitution and other laws, to serve the MoI’s current and future needs.
• To watch, observe and safe guard MoI employee’s human rights and legal obligations, if needed suggest and propose changes to the minister.
• To suggest and propose changes in MoI’s current administrative practice and procedures.
• To review MoI’s departmental TOR to avoid duplications, if needed, propose changes.
• Advise and suggest possible changes in the current MoI’s laws and regulations to the Minister and other policy makers.

Job Requirement:

• MA or PhD in Law and/or political Science.
• Minimum five years of experiences in relevant field
• Short courses in Human Rights
• To have strong analytical, report writing and presentation skills
• To know written and spoken English and any official languages.
• To have computer skills.
