ARDS on behalf of Ministry of Interior Affairs accouncing this vacany and seeking for qualified Advisor on legal issues as a ( Senior Legal Advisor).
Duties & Responsibilities:
â€¢ To study, evaluate, interpret, review and propose to draft bills to comply with the National Police Strategy in the light of the Islamic Republic of Afghanistanâ€™s Constitution, current laws, rules and regulations.
â€¢ To evaluate the National Police Strategy to comply with the ANDS, and the Afghan development Legal Strategy that may affect the MoIâ€™s legal needs to be in compliance with the Constitution and other existing laws. If needed, propose and draft bills and notes.
â€¢ To evaluate, review and draft the MoIâ€™s Departments Terms of Reference in the light of current laws and regulations, if needed, propose changes in current practices.
â€¢ To review and evaluate MoIâ€™s existing national and international protocols and contracts in the light of the Afghan Constitution and existing laws, if needed propose and suggest changes.
â€¢ To evaluate and review MoIâ€™s possible new protocols and contracts to be in compliance with the Afghan Constitutions and existing laws, rules and regulations.
â€¢ To propose and prepare and draft MoIâ€™s future developmental legal needs.
â€¢ To draft legal documents, bills and notes in the light of the Afghan Constitution and other laws, to serve the MoIâ€™s current and future needs.
â€¢ To watch, observe and safe guard MoI employeeâ€™s human rights and legal obligations, if needed suggest and propose changes to the minister.
â€¢ To suggest and propose changes in MoIâ€™s current administrative practice and procedures.
â€¢ To review MoIâ€™s departmental TOR to avoid duplications, if needed, propose changes.
â€¢ Advise and suggest possible changes in the current MoIâ€™s laws and regulations to the Minister and other policy makers.
â€¢ MA or PhD in Law and/or political Science.
â€¢ Minimum five years of experiences in relevant field
â€¢ Short courses in Human Rights
â€¢ To have strong analytical, report writing and presentation skills
â€¢ To know written and spoken English and any official languages.
â€¢ To have computer skills.
