Duties & Responsibilities:


Manage all Planning Section

Have Strong Knowledge of Radio Planning

Have skills in 4G LTE technology, development and operation

Bears overall responsibility for the ongoing assessment, evaluation, design, plan, and execution of development projects pertaining to the EA Core Network, which includes the backbone, transport and aggregation network layer architecture.

Manages the efficient planning of work requirements to ensure the effective, state-of-the art development of telecom networks.

Plans the expansion, modernization and development of the network ensuring inter-operability and integration testing of core network elements/ systems.

Liaises with Network Operations function for establishment of NOC the identification of requirements for Remote Access and Managed services.

Oversees the evaluation of the CWP proposal and budgeting for network expansion, modernization and new areas of development at various network layers (PSTN, VAS, and NGN).

Reviews annual budget and section’s performance with VP Technical and gives recommendations to optimize utilization of manpower and resources of the entire Network Development Division.

Directs and controls the planning, prioritization and assignment of objectives and tasks to entire Network Development section. Ensures proper allocation/ utilization of resources and performance quality.

Reviews and advises on the development of policies, procedures, guidelines, standards and operating practices in respect of the various networks and manages their implementation.

Bears overall responsibility for the implementation of new and upgrade network projects to ensure smooth changeover and compatibility with the different network elements.

Manages relationships with suppliers/ manufacturers/ contractors/ consultants etc. to ensure prompt, cost-effective technical support.

Develops roadmaps and strategies for developing and deploying value added services in coordination with Network Operations and based on Technology Strategy guidance.

Leads the analysis, consolidation and preparation of feasibility studies and forecasts related to new elements/ technologies of the network based on Technology Strategy guidance.

Interfaces with other departments, public authorities and other major stakeholders to ensure the resolution of key/ critical issues/ concerns.

Provides periodic updates on the network development to COO and recommends strategies to rectify/ improve traffic and quality parameters.

Makes presentations/ submissions as required to the CEO, COO and the Board of Directors on Network Development functionalities.

Works closely with Directors/Regional Engineering to ensure effective review of projects and accountability of materials and equipment.

Interfaces effectively with Marketing Department Heads to establish business rules for all new services (including managed services)/technologies.

Identification and implementation of capacity analysis tools and systems.

Project planning for capacity improvement projects and defining capacity thresholds to initiate expansion projects.

Consolidates, reviews and recommends the annual budget for the Network Development section and assists COO in the preparation and presentation of the Engineering budgets for management approval.

Oversees planning, prioritization and assignment of objectives and tasks to entire Network Development section. Reviews allocation/ utilization of resources and performance quality.

Plans and develops strategies to ensure adequate on-the-job training and employee development for staff in Network Development functions.

Provides leadership in execution and enhancements of business processes, management of functional specifications and application design.

Developing, implementing, and ensuring compliance with company policies and procedures.

Keeps abreast of latest developments in the telecommunication industry, develops and implements benchmarks based on global standards and identifies and recommends suitable business opportunities.
