MTN Afghanistan is the subsidiary company of MTN Group operating in 22 countries with a subscriber base of over 200 Millions. MTN provides GSM services in Afghanistan. We are looking for qualified and experienced candidates to fill the vacant position(s).
Mission/ Core purpose of the Job:
- Responsible for managing Regulatory and Government Affairs by ensuring regulatory compliance to internal processes, policies, applicable laws, and regulations. In addition, provides and implements strategy related to regulatory and Government affairs stakeholders at the district/regional and national levels to the benefit of MTNA.
- Management of MTN’s regulatory issues including the provision of support on regulatory aspects of business issues, the proactive identification of prospective regulatory issues, defending penalties, stakeholder relationship management, input into regulatory policies/regulations, awareness, interpretation, legislative framework and future impact of new regulatory policies and legislation on MTN operation
Support management on MTN relationship, License management and fully compliance with regulations and country legislations and other supervisory functions / entities
Key Tasks:
- Advise and consult with the internal stakeholders on issues that relate to government relations.
- Direct input into proposed government: executive/legislative policies considering internal stakeholders’ concerns
- Develop and drive MTN Afghanistan’s government regulation strategy
- Effectively engage with key stakeholders and decision makers in the executive and legislative arms of government
- Establish, develop, and maintain effective corporate relationship with identified government stakeholders
- Build and promote MTNA’s profile amongst governmental stakeholders, profile key stakeholders for effective engagement, and ensure access to the MTNA management of such key stakeholders as required
- Initiate and conduct regular meetings with key government stakeholders such as ATRA, MOC, etc. and provide advisory support on the same
- Perform environmental scanning of the political and regulatory environment
- Undertake research, analyze, and provide detailed input to the management for effective business management decisions
- Coordinate lobby campaigns on identified issues and the action/ response plans to pertinent issues
- Direct and provide periodic intelligence reports, political audits and proactive feedback on emerging issues, developments, and trends
- Develop and maintain a strong ethical relationship between MTN Afghanistan and the relevant institutions/ bodies with a view to ensuring the long-term viability of the business
- operate and drive MTN Afghanistan’s Regulatory affairs and government and stakeholder relations strategy.
- Provide leadership to the regulatory affairs function of MTN as well as government relations and regulatory awareness to all MTN divisions
- Input into Regulatory policies/regulations, legislative framework and future impact of new Regulatory policies and legislation.
- Ensure effective implementation of the MTN Group Strategy within the Opco by means of providing direction, structure, frameworks, models, roadmaps, and support under structure staff of Regulatory and Gov Support staffs.
- Coordinate research regulatory approvals and input into proposed legislation, policies, and regulations.
- Effectively support to engage with key stakeholders and decision makers in the executive and legislative arm of government to shape and change policy and draft legislation.
- Collaborate and assist Division to lobby key stakeholders and facilitate regulatory and stakeholder meetings to ensure relevant participation and provide direction and counsel to the various discussions
- Prepare MTN for the renewal processes related to all licenses and manage all the activities leading to the renewal decision
- Report on an adhoc basis on specific line manager requirements as and when necessary
- Written reports as per the required formats set by the organizational requirements
- Input into strategies for ensuring regulatory compliance and mitigation of risk i.e. Material legislations, fines and reporting requirements for various regulators
- Define, Develop and implement policies, standards, procedures and other materials to require for the business and functional maturity / Growth
Manage and Lead properly Regulatory and Govt Relations / affairs.
