The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:

Objectives:

This position has functional responsibility for the Microbiology, Serology and molecular biology units at the CPHL. He/She will also be responsible for the development and growth of their Afghan team, maintaining internal and professional partnerships, and assisting with the development and implementation of local and regional quality improvement initiatives within their laboratory and for the greater benefit of all Lab Network in Afghanistan.

 Ability to travel to the provincial levels for on the job training (OJT) as per his/her specialty;
 Ability for use/maintenance of required lab equipment in the mentioned units
 Fluency in English Language (writing, reading, speaking)
 Proficiency in Microsoft Excel, Word, PowerPoint

Duties & Responsibilities:

Responsibilities

 To closely work with Afghan medical technologists in molecular techniques and Serology, recently introduced and make the units functional that provide diagnostic results;
 Perform PCR,ELISA and Bacteriology Culture testing services at the CPHL and above mentioned renovated Regional Reference Labs (RRL), as per schedule;
 To train Afghan lab medical doctors/ technologists at regional reference lab in a competent level to run PCR, ELISA and Bacteriology sections until the regional level permanent staff became capable to run the diagnostic techniques independently;
 To ensure that lab staffs are performing quality testing to attain all of the competencies outlined in the Objectives of GF HSS Lab Project, successfully pass their quality Control examinations tests;
 To develop/revise SOPs, guideline and training curricula/plan for the training of regional level staff in PCR, ELISA, Bacteriology more focusing on TB,HIV/AIDS, Malaria and other blood borne diseases;
 To establish a lab network at regional/provincial level labs and coordinate all technical/management related parts with Director of Central Public Health Lab (CPHL) and GF Lab project manager;
 To ensure Good Lab Practices (GLP), Bio-Safety and Bio-Security practices at regional reference Lab;
 To provide monthly/quarterly reports on the progress of the project to MoPH/PHD and the lab unit in Kabul;
 Any other tasks requested by the line manager for improvement/strengthening of lab network in Afghanistan.

Qualifications:

Qualifications and experience:

 Master degree (Molecular Biologist or Biotechnologist);
 5 years working experience in Medical Laboratory , practically running PCR,ELISA or Bacteriology Culture services in diagnostic or research laboratory;
 Pass theoretical and practical training in PCR, ELISA or Bacteriology at the CPHL, Kabul;
 Self directed, team player with good interpersonal, sound negotiation and problem solving skills.
