Job Summary

The Senior M&E Specialist, under the supervision of the M&E/Knowledge Management Director contributes in stablishing M&E system of the overall project, contribute in developing policies and procedures and implement M&E basic functions such as: conducting surveys, regular data collection from the field, collecting data for preparing the monthly, quarterly, semi-annual and annual reports for USAID and update the USAID online database (Afghan info and TrainNet). Work closely with the M&E Director to oversee research studies of project.

Duties & Responsibilities


Under the guidance of the M&E/KM Director, design and establish of project monitoring and evaluation system to collect information needed for the program design, internal management, and periodic reporting to USAID per the PMP.

Assist the technical advisors for data collection on periodic program review with stakeholders specially with Ministry of Public Health (MoPH) departments to ensure that project meets the expected results

To ensure that the data is collected, analyzed, reported upon, and incorporated into programmatic decision-making and planning per the Performance Management Plan (PMP).

Work closely with the M&E/KM Director in designing and conducting research studies, including qualitative and quantitative research tools development, conducting training, regular monitoring or studies and follow up activities.

Under the guidance of the M&E/KM Director, collaborate with ICT team in the implementation of Data Demand and Use approach in the Ministry of Public Health.

Travel to provinces within Afghanistan to collect routine monitoring data in relevant departments on HSR Afghanistan activities.

To update the USAID online database (TrainNet and Afghan Info), from the training data and other project’s activities on quarterly basis as requested and also ensure the accuracy of data into the database system.

Collect data for preparing the Monthly Event Calendar, Monthly, Quarterly, Semi-Annual and annual reports for USAID.

Coordinate and provide refresher M&E training for program staff as needed, with the support of the M&E/KM Director.

Perform any other support functions as directed by M&E/KM director.

Job Requirements


Bachelor’s degree or higher in public health, management, statistics or related field with at least 5 years of experience in monitoring and evaluation.

Experience in development of indicators and data analysis in health; with proven record in monitoring and evaluation.

Extensive experience in management information systems that uses computerized databases

Training in Information Technology (IT), database programming, or relevant experience is an advantage.

Demonstrated effective and interpersonal communication skills.

Fluency in one national language and working knowledge of a second. Advanced proficiency in written and spoken English.

Demonstrated computer skills in Microsoft Office applications. User skills in statistical packages such as SPSS, Epi Info, Excel, etc. are an advantage.

Willingness to travel within Afghanistan.
