Details of the Senior M&E Officer position are given in the Duties & Responsibilities and Qualifications sections.
Key responsibilities and tasks of the Senior Monitoring & Evaluation Officer (Sr. M&E Officer) include:
Review and maintain M&E data management information systems in Kabul main office and university Career Centers.
Assist in designing M&E tools that measure any change in skills, knowledge, and practices of those who complete program trainings.
Ensure that data collection procedures are followed by program staff across program activities and locations.
Analyze activity data and compile monthly and quarterly reports for USAID (including Afghan Info, TraiNet, and other client-mandated management information systems).
Assist in maintaining program data quality, including data entry and filing hard and soft copies of supporting documentation relating to indicators and deliverables in preparation for programmatic audits and assessments.
Travel to provincial universities to monitor program activities and write reports on findings.
Produce and disseminate ad hoc reports, briefs, brochures, factsheets, et al for program staff, partners and other stakeholders, often under tight deadlines.
Complete other tasks, as directed by Director of M&E and Communications.
Key qualifications of the Sr. M&E Officer include:
Degree (graduate degree preferred) in Education, Social Sciences, or related field, with substantial evidence of further courses relevant to M&E activities, or equivalent work experience.
Minimum of 5 years of documented experience in program/project monitoring and evaluation.
Applied knowledge of evaluation design as well as the collection and analysis of quantitative and qualitative data, particularly in the field of higher education.
Substantial experience creating and maintaining data management information systems (e.g. SharePoint, StatTransfer, Microsoft Access).
Proficiency using Microsoft Office and relevant statistical packages (e.g., SPSS, Stata).
International donor-funded program experience, in particular, knowledge of USAID’s information management and reporting systems (e.g., Afghan Info and TraiNet).
Knowledge of political and social cultures of Afghanistan and the higher education system.
Excellent oral/ written communication skills in English, Dari and Pashto.
Demonstrated strong interpersonal skills working on teams.
Well organized, able to manage multiple tasks.
Capable of working independently with minimal supervision but skillful in collaborating and coordinating with other program staff and partners.
