About Ministry of Education (MoE):
The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
Strong technical and organizational skills
Ability to communicate clearly and concisely, both verbally and with written documentation
Ability to implement complex voice solutions, and resolve conflicts in a multi-tasked environment
Advanced Project Management skills are required. The ability to utilize resources to complete tasks preceded by a defined goal or objective on budget and on time
Ability to train technical staff of MoE

Duties & Responsibilities:
Senior level hands-on skills (Switching, Routing and Voice)
Network analysis and design skills
Understanding and experience with: BGP OSPF MPLS QoS
Network Monitoring Concepts
Traffic management and measurement concepts.
Authentication systems using RADIUS, TACACS etc.
Strong working knowledge of TCP / IP networking, Switching, Routing, Security and inter-networking technologies routing/switching, proxy, firewall, IPS/IDS etc.)
Experience with -
Cisco Experience with Cisco Routers, Switches, Firewall, IPS, and Wireless Controllers & ACS, ASR, 4800 & 6500 platforms, experience on other vendor’s platforms will be an added advantage.
Remote troubleshooting and fault finding if issues occur upon initial installation;
Capacity management and audit of IP addressing and hosted devices within data centers;
Ability to Configure Cisco Voice Gateways and Gatekeepers, Cisco Unified Communication Manager in clustering mode, Cisco Unified Contact Center Enterprise, IP Telephony Management using Unified Operation Manager
Responsible for planning and designing of MoE Unified IP Telephony System
Implementation and Configuration of different level of QoS on Cisco Voice Routers/Switches and CUCM
Implementation and Configuration of Cisco CUCM 8.1 or higher version
Implementation and Configuration of H.323, SIP and MGCP protocols
Implementation and Configuration of Cisco Gateways and Gatekeepers
Implementation and Configuration and Cisco Unity and Unity Express
Responsible for planning and designing of comprehensive dialup plan.
To plan and manage the implementation of voice services and voice network for MoE employees Solid understanding of voice transmission mechanisms including TCP/IP, E1/T1,
VoIP technologies including SIP, H.323, G.711, G.729, SNMP, TFTP, IEEE 802.3 family, QoS and CoS.
Strong Knowledge of Microsoft Servers 2012

Must have a Bachelor degree in Computer Science, information systems or related field
Must have a valid CCNA certificate from Cisco.
Must have a MCSE certificate .

Must have 5 years working experience with Cisco and support in any Enterprise network.
Requires 3+ years of experience in Configuration Cisco Unified Communication Manager 8.X and Cisco Unity express.
Having real world experience of CUCM cluster mode implementation and support.
Working experience of Managing Microsoft 2012 servers in domain environment.
