About National Procurement Authority:
After several decades of wars and civil strife, building an effective state - one that can provide security and services to the people - has been at the heart of the reconstruction effort in Afghanistan. The government has made significant progress in many areas such as primary education, basic health services, irrigation, rehabilitation, and rural development. In spite of the Government’s best efforts to improve the service delivery in priority sectors like health, education and infrastructure, corruption remains a major obstacle in effective governance and thus efficient service delivery to the people of Afghanistan. The Government has taken many steps to ensure that corruption is dealt with a firm hand and is contained in the medium term and completely eradicated in the long term. One of the main area of corruption is procurement. Till now, the procurement system in Afghanistan was fragmented across Procurement Policy Unit under the Ministry of Finance, Afghanistan Reconstruction and Development Services (ARDS) under the Ministry of Economy and the Special Procurement Commission (SPC) under the chairmanship of the Minister for Finance, apart from the procurements handled by individual line ministries and other sub-national entities. As part of the ongoing system reforms by the present Afghanistan Government, these three entities have been amalgamated into one single agency called National Procurement Authority (NPA) to act as the apex procurement organization, to formulate policies related to public procurement and to regulate the public procurement function in the entire nation. The NPA will consolidate the functions of above mentioned entities into a single central organization to oversee and facilitate all national procurement (goods, works and services) above a certain threshold and which are vital to economic development of Afghanistan. In addition, it will look after the policies and procedures to strengthen the procurement system and start e-procurement in Afghanistan, to bring about a completely transparent public procurement system. Other objectives of this directorate are to enhance budget execution, ensuring efficiency in public procurement system, recruitment of professional and honest procurement civil servants at different levels and various capacities.
In order to satisfactorily meet its consultancy services procurement obligations, the NPA requires highly experienced and competent Senior Operations Manager through the PFMR II, to provide operations (Finance, HR, Administrative and Procurement) Support to Support Unit.
Duties & Responsibilities:
Finance responsibilities Managing and ensuring that the payments are in accordance with budgets and comply with the rules and procedures of the WB and normal financial management requirements and charged to the relevant project/budget The leading financial planning and preparation of the budget processes Establish and maintain internal controls for processing and receipts, funds custody, and payments Checking and controlling for accounting accuracy and correctness all payments and receipts made through the Cashier and the Bank and ensure that vouchers comply with WB and AOP Finance guidelines Directly supervise and provide oversight to the Finance Department staff Prepare and facilitate internal audits, external audits and WB missions, meet with auditors and donor representatives, prepare, facilitate and follow up action plans for issues identified by auditors. Supervising the bookings of the monthly expenditures into the accounting system, ensure that all vouchers are posted to the relevant project/budget and comply with approved guidelines Administration and Procurement responsibilities Implement the existing administrative systems, policies, procedures and internal controls and strive to bring improvements to it based on the needs of the organization. Maintains administrative staff by recruiting, selecting, orienting, and training employees; developing personal growth opportunities. Provide guidance, direction and/or training to all units on Administrative matters. Monitor compliance and consistent application of administrative policies and procedures. Provide historical reference by developing and utilizing filing and retrieval systems, archives and storage systems and maintain a robust inventory system. Initiate, review and negotiate all administrative service contracts and lease agreements. Ensure that legal issues and obligations relating to critical areas like negotiating lease agreements, handling of assets and properties, vehicle registrations and inventory control are clearly stated, transparent, secured, and understood by all concerned. Make sure adequate administrative related measures are in place. Identify developmental needs of administrative staff as per policy and procedures. Lead the process of periodic reporting to the Donors. Any other administrative tasks assigned by the Management. human resources responsibilities Assist and advise all national staff on their entitlements. Assist in the employee’s performance appraisals. Contribute to the improvement and the implementation of HR policies and procedures. Monitor and supervise the filing system. Prepare Training plan for all employees in link with related directorates’ directors.
Education: Master’s Degree or its equivalent with 5 years of experience or having Bachelor’s Degree with 7 year of experience in Business Administration, Public Administration, Social Sciences, or any other related field. Work Experience: Must have 5-7 years of experience in management, administration, financial management, accounting, personnel administration with government or international organizations. Language Requirement: Must be proficient in writing, reading and speaking in English. Must also have strong communication, reading and writing skills in one of the national languages (Dari or Pashto).
Key Skills and Competencies: Excellent working knowledge of English, both written and verbal. Fluent in Dari/Pashto. Previous experience of working in a system review/development for the project or office. Excellent working knowledge of MS Office applications (Word, Excel, MS Project), email/internet, ability to operate other financial management (ERP) software/programs. Extensive experience and knowledge of financial/budget accounting and monitoring. Knowledge of project monitoring and management would be an asset. Strong attention to detail. Strong business acumen with ability to apply and transfer knowledge. Be able to work in a challenging and demanding environment. Be able to work in a multi-cultural environment\ Reporting Responsibility: The Senior Operations Manager will be responsible to report to Advisor/NPA Director General.
