Mine Action Coordination Center of Afghanistan, Multi Location
The Senior Planning Officer is responsible for assisting the production of national level de-mining work plans. The Senior Planning Officer will report to the chief of Operations and will be responsible for the following functions;
• Production, tracking and evaluation of the national level work plan and yearly planner.
• Assist AMACS and MAPA NGOs in the production of their work plans.
• Conducting and chairing the planning working group and also participating in the quarterly operational working groups.
• Verification and review of all technical monthly reports of IPs contracted to support humanitarian work.
• Daily liaison and coordination with program department to develop manage and control the procedures for reporting and managing mine action assets within the humanitarian clearance programs throughout Afghanistan.
• Monitoring of all mine action operations related to humanitarian clearance to ensure adherence to the operational work plan.
• Relocation and tracking of all MAPA assets coordinated with program section to ensure that all funding and contract requirements are in accordance to their contracts.
• Compiling and certifying monthly reports or technical reports for signature of Chief of Operations MACCA concerning mine action support.
• Provide planning support and assistance to the field technical advisors.
• Providing technical advice on planning to mine action organizations.
• Assist with the development of the management capabilities of the MACCA staff, through coaching and training at the senior management level.
• Evaluation of RFPs for Mine/ERW projects in the country
• Mebmer of the Projects and IP Selection â€PIPS†process for the allocation of funds for projects and selecting the best implementing partners,
• Evaluation of Project Proposals as a member of the Proposal Review Team (PRT)
• Review the Balanced Scorcards reports and developing the summary report.
• Overall monitoring of the implementation of the CBD and normal demining projects
• Donor briefing on the planning procedures and development
• Developing annual achievement report for internal use and records,
• Updating MACCA briefing/conference room with maps, charts and analysis sheets,
• Member of the Quality Circle meetings
• Any other tasks designated by the Chief of Operations.
• Master’s degree or Bachelors degree with additional 2 years experience.
• 5 years of proven mine action or equivalent experience, preferably in humanitarian mine action programs.
• Proven mine action specialist with the associated expert qualifications or equivalent experience in operational planning.
• Throughout knowledge of all de-mining assets- manual, mine detection dogs and mechanical systems and their various applications is limitations.
• Throughout knowledge of the International Mine Action Standards (IMAS), and Afghan Mine Action Standards (AMAS).
• Proven leadership qualities.
• Good motivation and interpersonal skills.
• Professional knowledge of de-mining and explosive ordnance equipment.
• Excellent communication skills in English, Pashto and Dari oral and written.
• Ability to work in a multi-national environment.
• Knowledge of computers including Word, Excel, and Access.
