The Senior Procurement Officer will oversee all procurement activities of the LGCD project. S/he will help to establish procurement policies and procedures in compliance with USAID and Federal Acquisition Regulations (FAR) regulations and ensure that all procurement activities follow these regulations. The Senior Procurement Officer will be responsible for the following detailed tasks, but not limited to.
Duties & Responsibilities:
â€¢ Prepare and Issue RFQ, negotiate price, terms, and conditions and generate purchase orders;
â€¢ Reviewed cases of shortages, damages and lost shipments and take up the matter with the supplier or insurance company for the settlement for claims and/or replacement shipment.
â€¢ Establish, refine and document the LGCD procurement procedures in Kabul and the regional offices;
â€¢ Monitor, track and expedite all LGCD procurement activities;
â€¢ Manage the Procurement database component within the LGCD TAMIS. Coordinate customizations to the database and reports module in close collaboration with DAIâ€™s HO TAMIS team to meet the specific procurement needs of the LGCD project, including linking of procurement activities with DAIâ€™s Oracle system;
â€¢ Implement the customized LGCD procurement system;
â€¢ Review Requests for Procurement from LGCD staff, ensure requests are properly logged in the TAMIS on line system, coordinate purchasing either locally or internationally collaborating with HO procurement;
â€¢ Track processing of purchasing requests from LGCD staff to ensure timely and accurate completion; provide regular updates to requestors; recommend customized reports from TAMIS to facilitate effective tracking;
â€¢ Manage the Vendor database component within the LGCD TAMIS. Develop on-line Vendor Performance forms and procedures. Ensure timely and accurate entry of vendor information in the system;
â€¢ Conduct vendor evaluations and coordinate customizations with DAIâ€™s HO TAMIS team;
â€¢ Locate and identify potential vendors and suppliers both domestically and internationally;
â€¢ Conduct cost/price, quality and past performance/timeliness review of bids received; train procurement staff in evaluation of bids;
â€¢ Procure high-dollar, high-volume commodities and small purchases;
â€¢ Ensure procurement is conducted in compliance with Federal Acquisition Regulations (FAR), ADS 300, task order specific as well as DAI policy and procedures;
â€¢ Manage LGCD Government Property Inventory database;
â€¢ Multitask under short deadlines;
â€¢ Work with freight forwarders to coordinate the transport of goods to final destinations;
â€¢ Train and guide procurement staff at the regional offices;
â€¢ Collaborate closely with the Senior Manager-Subcontracts, Procurement and Grants, Chief Engineer/DCOP Technical, and HO Procurements staff as required;
â€¢ Perform other related duties as assigned.
â€¢ University degree or equivalent in related field
â€¢ At least 3 years work experience in the procurement, contracts, and/or grants management field, preferably with international donor-funded projects, UN agencies or NGOâ€™s on relevant programs in Afghanistan.
â€¢ Fluency in English and Pashto, Dari a plus
â€¢ Excellent verbal and written communication skills.
â€¢ Computer literate with e-mail, word processing and spreadsheet.
â€¢ Ability to design database and prepare meaningful reports.
â€¢ Team oriented.
