Afghanistan Capacity Building for Results Facility (CBR), Multi Location
The objective of this assignment is to assist CBR Procurement Unit with timely and effective procurement of goods and services, in order to help the project to achieve its overall objectives; to ensure that the assigned tasks are implemented within the original time schedule and project costs. The incumbent will work closely with the MoF PSU management and provide support in implementing the project procurement plan, in close liaison with the Procurement Directorate of Ministry of Finance, following the Procurement regulations and guidelines of the World Bank and also the national procurement laws, regulations, rules and procedures.
The individual would be responsible for the following activities:
Carry out various procurement related activities of the CBR project, in close liaison with the procurement directorate of the Ministry of Finance;
Assist in carrying out day to day functions of the procurement unit of MoF PSU;
Assist in carrying out procurement of all packages under the project in consultation with the MoF PSU Management, in accordance with the World Bank and GIRoA guidelines, which includes preparation of EOls, SPNs, bidding documents, RFPs, evaluation reports and contracts;
Help in updating procurement plan in the World Bank procurement system (STEP) and timely submission of the same to the World Bank for NOL;
Assist in preparation of quarterly procurement work plan and help its timely implementation;
Ensure that all procurement related files are kept up to date;
Assist in timely submission of monthly reports and other reports related to procurement function;
Assist in preparation of all documents related to procurement function, for submission of procurement packages to the World Bank for obtaining NOL;
Prepare and collate all documents and submit to finance unit of MoF PSU, for prompt payment of procurement related invoices. Help prepare documents necessary to process disbursements and otherwise facilitate payments;
Prepare contracts, agreements and their amendments in consultation with the MoF PSU management;
Assist in management of all contracts as per their respective terms and conditions;
Establish a proper filing system for all relevant procurement documents and files;
Support smooth implementation of each activity according to the Project Implementation and procurement plan;
Maintain all necessary records related to various procurements and help to ensure transparency and accountability;
Any other tasks assigned by the MoF PSU management.
Bachelor degree in Management, Business Administration, Public Administration, Economics, Engineering or in any other relevant field.
Work Experience:
At least 5 years of overall progressively responsible work experience in public procurement or related fields;
Public procurement or procurement in international donor funded projects experience is desirable.
Key Competencies:
Good understanding of public procurement law, rule, policies, practices and procedures;
Possess the highest degrees of ethics, integrity and professionalism that are mandatory for sound public procurement activities;
Knowledge of market trends and sources of supply and equipment;
Excellent written and verbal communication skills;
Excellent working knowledge of English , both verbal and written; Fluency in Dari/ Pasto, both written and verbal;
Good interpersonal skills and ability to establish and maintain effective working relations;
Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate internet.
Reporting & Supervision:
The Senior Procurement Officer will report to Manager of MoF PSU.
Duration:
The duration of the position(s) would be for one year or 31st December 2017, whichever is earlier, renewable on annual basis (depending upon performance and continuity of the project), with a 3 month probationary period.
