Job Summary:

The Senior Procurement Specialist under the overall supervision of Deputy Minister will work under the direct supervision of the Project Director, and will be responsible for coordination of the procurement related activities of the program.

Duties & Responsibilities:

The incumbent will undertake the following responsibilities under the direct supervision of the Project Director:


Provide technical assistance for the implementation of the various procurement related activities and shall be directly responsible for the day to day management of the Procurement Unit;

Facilitate the procurement of all packages under the project in consultation with the
Project Director and ensure that all procurements are in accordance with the World Bank and GIRoA guidelines, which includes preparation of EOls, SPNs, bidding documents, RFPs, evaluation reports and contracts; and ensure the monitoring and evaluation of performance indicators and outcomes against the targets for the projects;

Update the Procurement Section with hard and soft copies of all standard World Bank and ARAZI’s procurement documents, including the procurement law, bidding documents of all kinds, other procurement planning forms, etc in English and, if available, also in Dari/ Pashto, on a regular basis;

Ensure the maintenance of project and contract administration records and the submission of reports;

Monitors financial commitments and unspent balances against contracts;

Ensure that ARAZI Procurement develops its institutional capacity to effectively implement the project. In particular, throughout the assignment, provide on the job training to junior procurement staff in an effort to transfer skills and knowledge;

Oversee the preparation and updates of monthly work plans of the Procurement Section;

Maintain smooth coordination of project procurement activities, and be responsible for following up with ARAZI departments on the achievement of all project targets;

Undertake management tasks as deemed necessary in support of rapid procurement delivery and to implement task(s) as assigned by the Project Director ;

Support overall implementation of the project and ensuring smooth implementation of each activity according to the Project Implementation and procurement plan;

Monitor and facilitate full compliance of all components with the implementation, legal, procurement, financial and technical requirements of the projects in consultation with the Project Director;

Prepare other documents necessary to process disbursements and otherwise facilitate payments;

Ensure that the project procurement is in compliance with all legal covenants of the projects;

Propose necessary steps or measures to overcome any critical delays to the completion of the project and other activities;

Maintain official project records; establish a proper filing system for all relevant procurement documents and prepare needed reports and documents for the Project Director, as and when required/requested;

Responsible for management and development of institutional and working relationships with the key stakeholders;

Works closely with the Project Director and relevant staff to keep them regularly informed of projects management and development initiatives and issues to ensure support and to advise on general;

Periodically monitor fund requirements by program units; claim/requisition of funds, which exceed budgeted/sanctioned amount, report to Operation Manager;

In coordination with other contracted staff provide trainings on the job and other for civil servants to build the capacity of staff.

Support Procurement department of ARAZI as required;

Any other task(s) as assigned by the supervisor;

Job Requirement:


Bachelor’s Degree in Management, Business Administration, Public Administration, Economics, Engineering or in any other relevant field;

Specialized training or certificate in public procurement or procurement in World Bank funded projects will be an advantage;

Master degree with 5 years of experience, or Bachelor degree with 7 years of experience in public administration, management, development, procurement or similar fields;

Specific procurement experience in World Bank funded projects would be a distinct advantage;

Knowledge of internationally recognized procurement standards; good understanding of procurement techniques and practices and knowledge of market trends and sources of supply and equipment;

Good understanding of Afghanistan public procurement law, rule, policies, practices and procedures;

Proven analytical skills, including ability to research and analyze data and develop recommendations on procurement contracts awards and related issues;

Ability to obtain information, clarification and agreement on terms of contracts and/or specification requirements; demonstrated ability to apply good judgment in the context of assignments given;

Ability to plan own work and manage conflicting priorities;

Ability to manage staff and contribute to the skills and capacity building;

Good communication (spoken and written) skills, including ability to explain and present procurement-related information / requirements and prepare written documents/communications in a clear, concise style;

Excellent working knowledge of English , both verbal and written; Fluency both written and verbal in Dari/ Pashto;

Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;

Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate internet;

Be able to uphold and respect procurement ethics and to conduct activities with integrity;
