Defines and develops the programs & project management goals and able to prepare scope of work for construction project.
a. Description of Duties:
1) Shall have at least 12 years’ experience with USACE contracts and US Army Corps.
2) Should have ability to maintain connections with U.S. personnel, Afghan leaders at various military and police installations, and most importantly at the Ministries level with several leaders
3) Shall be PMP certified and familiar with FAR, Codes, standard and all USACE procedure.
4) Defines and develops the programs & project management goals and able to prepare scope of work for construction project.
5) Plans, reviews and provides management guidance on policy matters to USACE personnel.
6) Assures goals are on schedule, cost and budget.
7) Assists USACE personnel with managing the efficient and effective coordination and
Accomplishment of the planning, scoping, development, design, and construction of assigned projects.
8) Assists USACE personnel with integration of known requirements; control and manage project budget and schedule, and serves as a Division point-of-contact for assigned projects.
9) Assists USACE personnel to negotiate and integrate all Division functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies commitments in support of assigned project into a comprehensive management plan.
10) Assists USACE personnel to integrate customer schedules and criteria, establish project scope and criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
11) Provides input to the Division operating budget related to project assigned.
12) Assists USACE personnel in training and mentoring initiatives by providing subject matter expertise and conveying cultural meaning and intent; e.g., coordinates, plans, develops and evaluates training, training needs and course objectives.
13) Provides translation services, oral and written for USACE staff, as needed.
14) Performs other duties as assigned.
Educational and Experience Requirements:
1) University degree in Civil Engineer or related Field
2) 12 years’ experience related to the above description of duties
3) Provide appropriate documentation to confirm education and experience.
Required Skills:
1) Journeyman experience as a program manager with engineering background.
2) Level 2 English language ability (fluent) is required.
3) Ability to work with all types of individuals in a stressful environment for long periods of time.
