Job Summary

Education is a programme of Swedish Committee for Afghanistan (SCA). The programme aiming at increased access to quality education for Afghan children, improved quality of education and capacitated national education system is implemented in 14 provinces in east, southeast, north and northeast parts of the country through six Project Offices (POs).
The Senior Programme Officer (General Education) is a permanent and full time position based at SCA Kabul Management Office (KMO) with frequent field visits (minimum 50% of official time throughout the year) to the project sites. The post holder post holder, as a member of the Kabul-based Education Programme Unit (EPU) will be responsible for the monitoring and ensuring an overall quality improvement in the schools including Model Schools (MSs), Community Based Schools (CBSs) and Girls Annexes (GAs) and for implementation of the educational programmes supported by SCA in the light of its conceptual framework.
The appointee will work closely with the EPU team, the project teams, the school staff and Government authorities as well as cooperate with other SCA programmes and units at KMO and PO levels. S/he will have sound knowledge of the Ministry of Education’s policies, guidelines, strategies and Educational Plans and work accordingly. S/he will be expected to initiate innovative, ideas and concepts in all the aspects of school life to raise the quality of learning on a continuous scale and to work closely with staff and communities to ensure increased enrolment of girls in schools.
She/he will support the education project teams to deliver operational objectives and annual targets set out under General Education in the annual work plan and budget.

Duties & Responsibilities

• Conceive and develop plans for the improving the quality of teaching and learning in SCA supported schools (MSs, CBS and GAs.
• Assist the project team and schools in developing School Development Plans.
• Work closely with the project team to develop the ‘Model School’ as an example of a learning centre for the area.
• Ensure that model schools provide technical support to the CBSs and GAs of the area.
• Assist the project team and schools, to develop low-cost learning materials, teaching manuals, teacher’s teaching kit and minimum learning competencies list etc.
• Document the successes and best practices of the schools for sharing with the Government and other agencies.
• Collect, compile and record the school data (MSs, CBSs, and GAs) according to the Education Programme Directives.
• Analyze the school data and summit reflective analytical reports with suggestions and recommendations to Head of Education Programme (HEP) as requested.
• Have up-to-date knowledge of the evaluation reports, relevant research findings and guide the EPU on how recommendations can be incorporated into action plans.
• Continuously assess the impact of SCA support on the students, teachers, schools, and the community - especially females, and keep the EPU well informed.
• Encourage and assist the project team and school to submit creative self-prepared articles by the students and staff for the “Mualem” magazine, and guide the EPU about how the quality of the magazine could be raised. Also provide technical support from editing to printing of the magazine.
• Ensure the distribution of the magazine to SCA teachers and stakeholders.
• Ensure the maximum involvement of CECs and CDCs in taking ownership of the education process in their target areas.
• Ensure registration of all the students with government authorities and that students have continuous access to basic education.
• Take part in developing the Annual Report and annual Work Plan and Budget.
• Validate that SCA supported schools are run according to the updated national strategies, policies and procedures.

Job Requirements

• University Degree in education, or equivalent documented qualifications. Preferably Master in Education.
• Minimum 3 years work experience in the field of education and project leading within a development context.
• Fluency in Dari, Pashto and English, written and spoken.
• Strong interpersonal and communication skills.
• Computer skills at operator level, especially with MS Office packages.
• Analytical report writing skills in English.
• Familiar with budgeting and report writing.
• Willing to work and travel in the provinces where SCA is involved. This can be a challenging environment.
• Be familiar with curriculum development and training skill
• Must be an Afghan citizen.
