Job Summary

Education is a programme of Swedish Committee for Afghanistan (SCA). The programme aiming at increased access to quality education for Afghan children, improved quality of education and capacitated national education system is implemented in 14 provinces in east, southeast, north and northeast parts of the country through six Project Offices (POs).
The Senior Programme Officer (Institutional Capacity Development) is a permanent and full time position based at SCA Kabul Management Office (KMO) with occasional trips/visits (minimum 50% of official time throughout the year) to the projects. The post holder, as a member of the Kabul-based Education Programme Unit (EPU) contributes in ensuring the overall quality and delivery of the Education Programme with respect to the local education authorities’ capacity development interventions. S/he will also be engaged in the academic and technical support function of the Education Programme Unit (EPU) contributing in the process of research and studies conducted by EPU for measuring the impacts/outcomes of the Programme’s different components. The post holder is also the responsible person and focal point for the education data management system owned by EPU.
S/he will support the education project teams to deliver operational objectives and annual targets set out under Teacher Education component in the annual work plan and budget.

Duties & Responsibilities

• Help the Education Units at POs in identifying the capacity gaps in local education authorities at district and provincial level and designing the responsive capacity development interventions.
• Compile the institutional capacity development interventions for local education authorities proposed in Internal Project Documents (IPDs) and integrate in the Programme Annual Work Plan.
• Identify training institutions and facilitate training opportunities for outside SCA (outsourced) training courses for the local education authorities’ staff.
• Develop tools for monitoring and measuring the outcomes of the institutional capacity development component of the Programme and keep regular follow up in collaboration with the Education Units at POs.
• Help the Education Units at POs in developing and follow up of a unified and simple data management and reporting system for the district education offices considering the requirements of both MoE and SCA.
• Work closely with the Education Senior Advisor in developing and operationalizing the assessment/research/study data collection forms pertaining to the programme development and quality assurance.
• Maintain the data management of the programme through collecting, compiling and analysing the school data on regular basis in collaboration with the other senior officers.
• Provide technical and professional support and advises to project education teams and school consultants pertaining to school data collection and compilation.
• Attend all EPU internal meetings, quarterly review meetings, planning workshops, training workshops for field staff etc; take and circulate the minutes.
• Establish contact with relevant departments of line ministries (MoE) to handle any task pertaining to his/her domain of responsibilities and/or issues coming from POs in need of seeking the related line ministry’s cooperation.
• Contribute in developing the “Mualem” Magazine by provision of valid articles, useful information and administrative support to the Editor.

Job Requirements

• University Degree in education, or equivalent documented qualifications. Preferably Master Degree in Education.
• Minimum3 years experience in the field of education and project leading within a development context.
• Fluency in Dari, Pashto and English, written and spoken.
• Strong interpersonal and communication skills.
• Computer skills at operator level, especially with MS Office packages.
• Analytical report writing skills in English.
• Familiar with budgeting and report writing.
• Willing to work and travel in the provinces where SCA is involved. This can be a challenging environment.
• Be familiar with curriculum development and training skill
• Must be an Afghan citizen.
