Job Summary

Education is a programme of Swedish Committee for Afghanistan (SCA). The programme aiming at increased access to quality education for Afghan children, improved quality of education and capacitated national education system is implemented in 14 provinces in east, southeast, north and northeast parts of the country through six Project Offices (POs).
The Programme Senior Officer (Teacher Training) is a permanent and full time position based at SCA Kabul Management Office (KMO) with frequent field visits (minimum 50% of official time throughout the year) to the project sites. The post holder, as a member of the Kabul-based Education Programme Unit (EPU) is responsible for monitoring the impact of teacher training initiatives on the overall quality improvement in the schools (including CBSs, girls’ annexes) supported by SCA. The post holder is also bearing the overall responsibility of establishing and strengthening the Teacher Associations throughout the Programme geographical coverage.
S/he will provide technical support, guidance, advice and suggestions to the project team and EPU to develop innovative and effective training and capacity building programmes for teachers, teacher educators and the Teacher Associations in the areas of school related, teaching related, students related as well as the civil society related matters. The appointee will have sound knowledge of the Ministry of Education’s professional development policies, guidelines, strategies and training programmes and work accordingly.
S/he will support the education project teams to deliver operational objectives and annual targets set out under Teacher Education component in the annual work plan and budget.

Duties & Responsibilities

• In collaboration with the project team, develop innovative, need-based training initiatives for the capacity building of teachers, teacher educators, and members of teacher associations.
• Work closely with the project team to develop a comprehensive capacity building interventions for the female teachers.
• Assist the project team and schools to develop teachers’ guides, and teaching /learning materials.
• Work closely with the EPU’s other Senior Officers to develop teaching kits and minimum learning competencies for the teachers.
• Document the success and best practices of the Teacher Training interventions for sharing with the Government and other agencies.
• Collect, compile and record the Teacher Education data according to the Education Programme Directives.
• Analyze the school data and summit reflective analytical reports with suggestions and recommendations to HEP as requested.
• Have up-to-date knowledge of the evaluation reports, relevant research findings pertaining to the teacher competence development issues and guide the EPU about how the recommendations can be incorporated into future training programmes.
• Stay professionally alert by reading teacher training and capacity building articles, books and incorporate relevant ideas in training and capacity building programmes.
• Be aware of other training programmes implemented by government, other NGOs and donor funded agencies.
• Take part in developing the Annual Report and Annual Work Plan and Budget.
• Encourage and assist the project team and school staff to summit creative and experience-based articles for the “Mualem” magazine.
• Encourage and guide experimental teaching and learning programmes as well as action-based, teachers’ research activities.
• Maintain regular contact with the Training Institutions and identify appropriate courses based on the identified needs.
• Ensure that the SCA Teacher Training Package is frequently reviewed, updated and adapted to the needs of teachers.
• Recommend appropriate training equipment and materials for Teacher Training Centres (TTCs), libraries and labs.
• Ensure that teachers and teachers’ educators have content and pedagogic knowledge and action based on the knowledge.
• Collect training materials developed by other training agencies and integrate into SCA teacher training packages where appropriate.
• Assist project teams in establishing and capacitating the Teacher Associations at district level by providing the charter, manuals and guideline for TAs.
• Identify advocacy agenda for the SCA supported TAs in collaboration with the education project teams.

Job Requirements

• University Degree in education, or equivalent documented qualifications. Preferably Master Degree in Education.
• Minimum3 years experience in the field of education and project leading within a development context.
• Fluency in Dari, Pashto and English, written and spoken.
• Strong interpersonal and communication skills.
• Computer skills at operator level, especially with MS Office packages.
• Analytical report writing skills in English.
• Familiar with budgeting and report writing.
• Willing to work and travel in the provinces where SCA is involved. This can be a challenging environment.
• Be familiar with curriculum development and training skill
• Must be an Afghan citizen.
