Project Manager Based at Project Location, the FSSP Manager provides senior-level managerial services and advice on project matters to the Development Assistance Section of the Embassy of Canada to Afghanistan (Representative Office of Canada), DFATD Headquarters, stakeholders and FSS Personnel.
Special Conditions Strong preference will be given to Afghan Nationals.
Some out-of-hours work will be required.
JOB SPECIFICATION
He/she is responsible for the overall management of the FSSP including:
Ensuring overall quality and management of all services offered by the FSSP;
Leading the development and ensuring quality of all key FSSP documents, including the Procurement
Plan, Operating Procedures Manual, annual reports and workplans;
Approving the technical deliverables recommended by the Quality Control Officer;
Reviewing and approving FSSP budgets and financial reports;
Supervising procurement, administrative, logistics, and financial management services provided under the
project;
Coordinating Support to Local Development Initiatives as required;
Managing and supervising FSSP Personnel;
Contracting and management of Technical Specialists, including but not limited to ensuring quality control over the deliverables produced by the Technical Specialists;
Supervising the management and quality of the reporting and invoicing for Services rendered;
Regularly liaising with the Development Assistance Section of the Embassy of Canada to Afghanistan (Representative Office of Canada), DFATD HQ, the Recipient Government Authorities or representatives, and other relevant project stakeholders;
Developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector);
Overseeing procurement services, including but not limited to procurement of Technical Specialists through local and international competitive processes; and
Ensuring the effective management and internal monitoring of project progress and results, including dealing with project issues and problems as they arise.
Desired Skills and Experience:
Bachelor’s degree (Masters preferred)
Previous work experience in the field of educational development
Excellent knowledge of MIS systems and research concepts
Minimum of 7 years of professional experience
Demonstrated background in managing large programs
Strong interpersonal skills, ability to work both as an independent self-starter and as a member of a dynamic and fast-moving team
Previous experience in staff supervision
Detail-oriented with good organization and prioritization skills
Fluency in Dari/Pashto and English
Proficient in Microsoft Office Suite
Familiar with mobile operating platforms i.e. iOS and Android
Familiarity with research and evaluation
Professionalism in all aspects of work and life.
Ability to think clearly and logically.
Skills in problem identification and solution.
Exceptional interpersonal skills.
