Job Summary

Work within team of rural finance specialists to provide technical support and guidance to HASEL and Ministry of Agriculture (MAIL) in increasing the flow of financial services to agricultural enterprises through dedicated Agricultural Development Fund (ADF).

Duties & Responsibilities

Requires strong understanding of needs of Afghan agricultural enterprises as well as lending and credit solutions throughout the country. Working with the Senior Rural Finance Advisor, oversee implementation of all Tasks associated with Component II of the HASEL project. Experience working in the financial sector strongly preferred, as well as knowledge of recent research and promising practices in developing rural financial markets, particularly in financing agricultural value chain development, agribusiness and trade expansion. Requires ability to maintain strong working relationships within MAIL.

Job Requirements

At least 10 years of professional experience in improving access to finance for agricultural enterprises, including experience in banking and finance, either within financial institutions, and/or as a banking industry analyst;
Graduate degree in relevant field required;
Prior experience working on USAID or other donor funded programs preferred;
Prior program management experience preferred;
Strong English language skills required.
