Job Summary

Tetra Tech, through its subsidiary ARD, Inc., is accepting expressions of interest from qualified Senior Rural Financial Analyst candidates for a USAID-funded Agricultural Credit Enhancement program in Afghansitan. The purpose of this four and a half year project is to support Afghan financial and private sector intermediaries to provide sustainable agricultural lending initiatives and strengthen agricultural value chains.

Duties & Responsibilities

--Overall responsibility for the successful launch and implementation of an Agricultural Development Fund to support the Afghan Ministry of Agriculture, Irrigation and Livestock (MAIL).
- Responsible for credit decisions to verify eligibility of loan proposals coming from intermediaries and assisting in managing the Agricultural Development Fund.

Job Requirements

--At least 10 years of broad international experience in rural finance, including the launching and implementation of on-lending programs
--A proven understanding of successful approaches used in expanding rural and agricultural finance, including the use of alternative (non-bank) intermediation channels.
--Proven experience in standing up a bank or a project management unit which has overseen an on-lending credit program, and strong preference will be given to candidates with experience in development of processes, policies and procedures, loan accounting, and monitoring and audit for on-lending programs.
-- Master’s Degree in Economics, Finance, Agricultural Economics, Business Administration, or other subject relevant to the project’s objectives is preferred.
--Ability to work under pressure and meet deadlines.
--Advanced computer skills required.
--Fluent in English, and some knowledge of Dari or Pashto desired.
