The ADSP will support the Disability and Rehabilitation Department off the Ministry of Public Health (MoPH). The Technical Coordinator for Physical Rehabilitation – MoPH is responsible for the overall management, direction and design of capacity supports to the MoPH with the aim of strengthening and integrating Physical Rehabilitation services within the MoPH Basic Packages of Health and Hospital Services. The Senior Technical Coordinator will work in consultation with the Disability and Rehabilitation Department and report to the ADSP Programme Manager/DRD Senior Disability Advisor. S/he will ensure UNOPS AGOC reporting and finance management are to rules, regulations and standards. The Senior Technical Coordinator will also report to relevant Ministers, the Inter-ministerial Board on Disability and the Disability Stakeholders Consultative Group as required.
To increase capacity in the health sector regarding disability and physical rehabilitation
• Provide technical guidance and management for the implementation of Bankable Project 11: Community Based Physiotherapist Training Project and related to PTI’s 3-year training
• Coordinate actions and provide technical supports to ensure the integration of disability services into the BPHS and EPHS
• Provide technical support to MoPH implemented rehabilitation services.
• Assist MoPH in developing proper mechanism for gradually handing over process of physical rehabilitation services from National and International organizations along with maintaining their continuous technical inputs to MoPH.
• Introduce proper mechanism for physical rehabilitation outreach services Programme particularly to those area where there are no rehabilitation centers
• Assist MoPH in the development of certification mechanisms within the health system for the certification of rehabilitation professionals – physiotherapists and orthopedic technicians.
• Coordinate with MoPH Human Resources Department and HIS based on standardized job descriptions and training requirements.
• Develop certification or licensing processes for the recognition of disability related professionals based on standardized job descriptions and training requirements.
• Develop a unified patient/clients recording and reporting system for physical rehabilitation services delivery that used by the health facilities and other organizations providing physical rehabilitation services.
• Participate in national disability related task force meetings, workshops, and training programmes as required.
• Other related assignments as requested by supervisor
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS
a. Education
• Master’s Degree in physiotherapy, orthopedic technology or similar field required. Bachelor’s Degree plus 2 years of additional relevant work experience may be considered.
b. Work Experience
• Minimum of 5 years work experience in disability and physical rehabilitation as well as Community Based Rehabilitation programme implementation and development
• Experience in policy design and development
• Considerable experience with MoPH health services
c. Key Competencies
• Experience in capacity development and knowledge transfer projects
• Financial management knowledge
• Experience in proposal development and writing, donor reporting and action plan development
• Ability to work independently
• Good communication skills
• Language skills: Fluent in written and spoken Pashto, Dari and English
• Computer skills (Word, Excel, PowerPoint, etc)
