Job Summary

Manage an effective, nationwide procurement and capacity development training program in support of Peace Dividend Marketplace-Afghanistan (PDM-A). Report directly to the Business Development Manager. Supervise the Kabul-based Training Associate and provide oversight and guidance to the Field-based Training Officers.

Duties & Responsibilities

Manage an effective, nationwide procurement and capacity development training program in support of Peace Dividend Marketplace-Afghanistan (PDM-A). Report directly to the Business Development Manager. Supervise the Kabul-based Training Associate and provide oversight and guidance to the Field-based Training Officers.

Training

• Develop nationwide procurement training curriculum that covers the procedures and policies of major international buyers operating in Afghanistan;
• Deliver local procurement training in Kabul, field offices, and other high-demand regions;
• Provide input on PDM-A’s long-term sustainability strategy, to include fee-based training and other services;
• Train field training officers on PDM-A’s local procurement curriculums, teaching methodologies and best practices;
• Advise and guide field training officers in their training efforts;
• Develop and maintain key relationships with partner organizations and companies that may be capable of co-implement and/or assisting as trainers;
• Read and understand the Afghanistan Procurement Law and Rules of Procedure, international buyers’ procurement policies, and training curriculum material;
• In close coordination with the Business Development Team, Project Managers, and Field Managers, develop training modules for special procurement requirements of international buyers;
• Conduct training pre-assessment and selection of businesses;
• Conduct sector-specific research on procurement and assist in drafting sector training modules;
• Facilitate workshops and provide instruction on key procurement topics;
• Conduct immediate and long-term post-workshop evaluation and draft reports;
• Translate curriculum documents when required
• Fulfill any other duties related to the job assigned by supervisor when needed.

Job Requirements

• Minimum three years experience in teaching/instructing, prefereably to adults;
• Knowledge of national and international procurment policies;
• Experience in curicullum development;
• Knowledge of the Afghan marketplace, particularly the construction and logistics sectors;
• Bachelor degree preferred, at a minimum high school graduate/enrolled in advanced degree program;
• Fluent in Dari and Pashto and a good command of English, both oral and written;
• Solid translation skills (From English to Dari and Pashto);
• Management experience preferred;
• Good interpersonal skills and ability to work independently and in a team;
• Strong organization and data management skills;
• Excellent communication and networking skills;
• Energetic and efficient, results oriented.
