Job Summary:

I. Project Overview
The ultimate purpose of the Development of Afghanistan’s National Trade Policy Project is to improve Afghanistan’s trade performance by developing a targeted and evidence-based trade policy. The project aims to address the current problem of patchy and uncoordinated data on trade in Afghanistan by consolidating existing knowledge on exports and imports, plugging the remaining data gaps, and developing a Trade Policy that addresses the specific needs of key trade sectors. This one year project covers the following activities:
• Completing review of existing trade data and literature;
• Addressing knowledge gaps through targeted depth interviews and focus groups;
• Developing a professional database for the Ministry of Commerce and Industry (to be housed in the International Trade Directorate). The data from the additional research will be maintained in this database;
• Identifying principal trade markets and trends, key competitors and competitiveness issues;
• Developing the Afghanistan National Trade Policy in order to enhance trade capacities and opportunities in the country;
• Building the capacity of MOCI to navigate and manage the trade database;
• Coordinating with the DTIS for development of the National Trade Strategy

• Recording the nature of trade data and information contained in the existing sources in a simple excel spreadsheet
• Identifying data and knowledge gaps relating to the following key exports:
o Carpets and handicrafts
o Fresh fruit and vegetable
o Dried fruits and nuts
o Marble
o Gemstones
o Medicinal herbs and spices
o Building materials (Cement, Wood, Bricks)

III. Deliverables
A simple excel spreadsheet indicating all sources relating to Afghan trade, with a summary of the information contained within each report or dataset.
A two page summary of the knowledge gaps on Afghanistan’s key exports listed above.

IV. Job Requirements

• Minimum Education: BA/BS in relevant field (Business Administration, Public Administration, Economics, etc.) advanced degree desirable or additional post graduate education
• Minimum Years of Relevant Experience: 5
• Proven knowledge and understanding of the development world in Afghanistan
• Proven knowledge and relevant work experience on trade related issues
• Proven organizational and time management skills
• Effective verbal and written communication skills
• Fluent in English
• Proficiency in Dari and / or Pashto desirable

V. Reporting
The Short Term Consultant will report to the Director of International Trade at MOCI
