About Integrity Watch Afghanistan:
Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan.
The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan.
Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 100 staff members and about 500 active volunteers. The head office of Integrity Watch is in Kabul with provincial offices in Balkh, Bamyan, Herat, Kabul, Kapisa, Jawzjan, Nangarhar, Parwan, and Kuner provinces and programmatic outreach in many other provinces.
Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, public services, courts, and extractives industries.
Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering wide range of corruption related issues including security and justice sectors, extractive industries, budget and public finance management, and aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, bring to the public attention non-documented and non-explored issues.
The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for access to information; budget transparency, accountability, and participation; aid transparency and effectiveness; social accountability; and other issues related to anti-corruption.
Reconstruction Assessment Program (ReCAP) focuses on review of infrastructure and development funds. ReCAP performs independent engineering evaluations and inspection of on-going and completed infrastructure projects, operation and maintenance inspection of public facilities and impact assessment of national development projects.
ReCAP works closely with an U.S. government oversight agency in Afghanistan, to provide independent and objective audits, inspections and reviews of US-funded reconstruction efforts.
The consultant is responsible for inspection of an energy project in Mazar e Sharif. As part of the inspection, he will travel to Mazar e Sharif under direct and close supervision of ReCAP team within the given timeframe and pre-set milestones.
Duties & Responsibilities:
o Perform project documents study; review planning, contracting, design, quality management, modifications, close-out and inspection documents of the project
o Conduct site-visits to the project site in order to record violations and deviations from design documents, modifications and reports
o In-depth inspection of all parts of the project structures including but not limited to the control building, substation structures, Transmission lines, 110/20 connections, backup generators etc structures.
o Fill all check-lists provided by ReCAP engineers.
o Monitor compliance of the contractor with project scope, cost and timeline
o Assess safety, efficiency, sustainability and challenges of the project
o Coordinate extensive field activities; plan, monitor, mentor and report performance of field engineer
o Draft daily reports and final inspection reports along with their supporting deliverables; provide a thorough analysis of the cause and effect of each finding
o Prepare inspection schedule; identify timeline and resources for the mobilization, inspection and reporting phases
· Project Support
o Participate in coordination and technical meetings
o Prepare comprehensive and objective inspection report
o Maintaining consistent communication and coordination with supervisor.
o Carrying out any other ReCAP tasks as deem necessary by the supervisor.
· At least a Bachelor’s degree in Civil Engineering. A Master’s degree in related field is desirable.
· A minimum of 5 years proven working experience in the field of civil engineering, experience with U.S. Army Corps of Engineers and USAID funded projects is highly preferred.
KNOWLEDGE, SKILLS AND ABILITIES
· Proficiency in English and national languages (Dari & Pashto)
· Skilled in using computer programs including AutoCAD, and Microsoft Office
· Willing to travel to Kandahar province
· Ability to work independently with minimal supervision and deliver on agreed timelines
· Integrity, punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines
· Good communication, interpersonal and analytical skills and team player.
