OXUS Afghanistan started Operation in 2005 under support of ACTED, a development and relief NGO, which is operating in twenty five Countries of the world, and Microfinance Investment Support Facility for Afghanistan (MISFA). Currently, OXUS Afghanistan has a portfolio of over AFN 816 million with an outreach of about 22,000 customers managed through 19 Branches, 10 provinces. OXUS Afghanistan is a part of OXUS Group, a global network of Microfinance Institutions created by ACTED, a leading international NGO operating in 25 countries. OXUS Afghanistan was created with funding from the Microfinance Investment Support Facility for Afghanistan (MISFA), a Government Apex agency set up by international donors in 2003 in order to develop and support the microfinance sector in Afghanistan. OXUS Afghanistan Provides conventional and Islamic financing. OXUS -Afghanistan has individual and group lending which helps Afghan people have access to finance. OXUS-Afghanistan provides financing for youth and women as women improvement process and support them for better access to finance.

Job Summary:

About the job,

Based in the Kabul, the incumbent will be in charge of setting up a Small and Medium Enteprises department within OXUS Afghanistan. He will be responsible for developing specific SME lending procedures, training loan officers, appraise loans within a certain delegation and make sure that all the loans disbursed by the department are refunded on a timely basis. He will be reporting to the Chief Operations Officer of OXUS Afghanistan.

- Loan appraisals are done as per standard processes and procedures;

Detailed job description

Under the supervision of the Chief Operations Officer for Afghanistan, the SME Manager will be responsible for achieving the following objectives and will have the following responsibilities:

Set-up of the SME department
•Lead the design of specific products matching the needs of SME customers in the targeted provinces;
•Develop SME lending procedures and manuals;
•Recruit dedicated SME lending Loan Officers and provide them with the required training;
•Set operational targets for the SME department;.

Management of the SME department
•Review and approval of loan applications as per procedures and within predefined delegations;
•Ensure that disbursement of loans is according to the designed procedures;
•Conduct regular field visits to SME customers to assess the quality of the portfolio;
•Perform a strict follow-up of delinquent clients lead the recovery of loans at risk;
•Make sure targets are met and review loan projections on quarterly basis;
•Participate in program audit, reviews, annual update of Business Plan;

•Prepare monthly report, including detailed portfolio report, to OXUS management;
•Prepare reports to donors as per their requirements;

Job Requirement:

•A Bachelor degree in Business Administration, Finance or Economics;
•3 to 5 years experience in microfinance, commercial banking or in the financial sector;
•Experience in financial credit analysis and financial analysis;
•Good knowledge of accounting;
•Advanced computer skills;
•Fluency in English and Dari with strong written and verbal communication skills in both language;
