Governmental office The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport (MoT).

The incumbent for Social Affairs Specialist is to provide advisory and practical assistance in advisory, managerial, development and implementation functions activities in specialized area.

  • Good computer skills in operating MS Windows and MS Office programs.
  • Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)

  • Be familiar with Afghan Media law and guidelines
  • Demonstrated experience producing written products such as articles, reports, fact sheets, speeches, success stories, and press releases.

  • Strong communication and interpersonal skills, ability to work with high levels staff and functions within the organization.

Job Requirements:


  • Bachelor’s degree Journalism, Public Administration, Social Science and BBA or related field.
  • 4 years of relevant experience with governmental organizations, Ministries, Independent Directorates, UN Offices or International NGOs.

Duties & Responsibilities:

  • Work closely with Chief of Staff Office and other officials to develop proposals for improving public access to information on strategies, decisions and services provided by various Ministry institutions.
  • Assist the technical project staff in the development of a comprehensive internal communications plan to disseminate communications materials, which integrate digital and traditional communications.
  • Assist Ministry authorities in preparation and conduct of public consultations, town hall meetings, issuance of reports, development of visual materials, public information and awareness campaigns.
  • Participate in the establishment, equipment, launch of the Ministry Information and Service Center, and oversee its functioning under the guidance of the HE Minister.
  • Assist authorities in preparation and conduct of public opinion surveys and other researches designed to solicit proposals related to improvement of Ministry services.
  • Sound and timely advice on all issues related to public relations.
  • Introduction of various techniques and methods of public communication and outreach and facilitate introduction of such techniques and methods in practice.
  • Organization and conduct of regular and special communication events,
  • Drafting/compiling information communication products for various target audiences, such as press releases, media packets and reports, brochures, briefings, video clips, newsletters, etc.
  • Draft/compile information communication products on MoT activities, and prepare draft presentations to partners on relevant activities.
  • Preparation of the content for Ministry Web sites to ensure consistency of the materials.
  • Better information coordination between various stakeholders, including national and international institutions.
  • Greater participation of civil society, including traditional institutions, and media in public communication activities.
  • Conduct capacity needs assessments, design, and propose measures to improve public communication capacities at the Ministry.
