Job Summary

Housing is one of the main social-economic challenges in third world countries, where Afghanistan Being a war torn country is suffering more than any other country in the world.
Based on a sample housing survey in Kabul, (survey done by SDP/ MOUD in August 2007) an average of nearly 1.9 families is living in done dwelling unit this means that we need about double number of housing compared to existing house in Kabul.
On the other hand due to above survey more than 60% of Kabul city has been developed unplanned. Such organic growth is another important factor for the need of housing in Kabul particularly the low cost, affordable house for majority of people in the society.
Ministry of urban Development of Afghanistan as the leading organization in this regard has planned to organize the planning and implementation of social house for this majority part of the society. An intensive study and researches has yet to be done in this regard. The updated and modern policy and guidelines has to be worked out to handle this issue practically at national level.
Technical research and studies have to be carried out in order to find out how the price of housing can be reduced and made more affordable for the majority of community.
Among others the following main goals and objectives are to be achieved by this project.
To provide affordable houses for low income population to prepare an applicable policy for construction and distribution of house to find out the immediate approach achieving these goals.

Duties & Responsibilities

• Establishment of working team of the project
• Preparing working plan with time line and budget
• Working on National Housing policy (NHP)
• Preparing annual Budget plan
• Preparing TOR for team members
• Preparing MOI and RFP for the project when required
• Arranging of seminars and workshops in national level on housing
• Finding modern techniques and methodologies for low cost housing
• Carrying out socio-economic and technical survey on housing
• Analyzing of survey for the practical designs and plans
• Proposing recommendation for private sector to be involved in process
• Integration of new housing with existing housing through municipalities
• Working on socio -economic policy of housing with local authorities

Job Requirements

• Min. degree of M.A or equivalent on planning, architecture or civil engineering
• Min. 15 years’ experience in planning, management or housing policy
• Fluent communication oral and writing in Dari, Pashtu, English
• Full knowledge of MS office
• Able to write reports and comments in at least in tow language of Dari and English in a standard level.
• Excellent communication skills, both orally and written;

• Ability to work effectively with people from diverse background ;

• Sound organization skills and methodical approach to work;

• Efficiency and result –orientation in multi- tasking environment;

• Good in translation and interpretation skills;

• Self-motivated, and good at trouble shooting;

• Ability to perform effectively under pressure and with short deadlines;

• Display cultural, gender, religious and other sensitivities;

• Analytical and strategic thinking;
