Job Summary:

The scope of this position encompasses gender mainstreaming in entire components and to avoids and mitigate adverse environmental and social impacts of proposed project activities and to assist in mainstreaming Environment and Social Safeguard in entire DM-TVET related institutes and activities as needed.
The ASDP II will hire a qualified Social Safeguard and Gender Development Specialist to manage and oversee the implementation of the gender/equity strategy and social safeguard management as described in the ESMF. The Social Safeguards and Gender Development Specialist will work under direct supervision and report to Project Director

Duties & Responsibilities:

The responsibilities of the Social Safeguard and Gender Development Specialist comprise but are not necessarily limited to the following:

1. Develop appropriate gender strategy/action plan for the project in accordance with overall gender/equity strategy of DMTVET/MOE and monitor and report on its implementation;
2. Deliver appropriate training to build the capacity of all relevant groups within the DMTVET/MOE including key local government staff from relevant departments, to mainstream gender across the ministry and its policies and programs;
3. Ensure implementation, monitoring and reporting of the social aspects of the ESMF and RPF, incl. proper screening of project sites with the relevant ESMF tools during a transact walk by the relevant project staff;
4. Deliver appropriate training to build the capacity of all relevant groups within the DMTVET/MOE including key local government staff from relevant departments to implement social aspects of ESMF, in particular land acquisition for civil works as per the RPF, compliance with national labour laws (e.g. prohibition of child labour) and management and quality assurance of external contracts to conduct Social Impact Assessment and Resettlement Action Plan if/where required;
5. Be able to identify primary and secondary stakeholders of project components with special attention to ensure inclusion of disadvantaged and marginalised groups and women. Ensure consultation with representatives from each stakeholder group to disseminate information about the project; seek their opinions on proposed activities; and involve them in design, implementation and monitoring of proposed activities including identification of specific prevention/mitigation measures to prevent/mitigate adverse social impacts of proposed activities if any;
6. Ensure that the project sites are properly screened with the relevant ESMF tools during a transact walk by the relevant project staff, and safeguards documents (ESMF,ESMP,SIA, RAP) are properly disclosed, and disseminated adequately with the relevant stakeholders in local language;
7. Carry out socio- economic screening across all identified stakeholder groups
8. Implement grievance redress mechanism (GRM) across the DMTVET/MOE and inform local stakeholders on how to submit complaints. In particular, consider mechanisms that facilitate the submission of complaints by women or other potentially disadvantaged groups, who may have a more difficult time reporting problems;
9. Work with other relevant staff to prepare reports on the social safeguards implementation according to the agreed schedule and share progress, shortcomings and propose corrective actions. Prepare monthly action plan or progress report for gender and social safeguards and share it with the team leader. Contribute to the preparation of regular progress reports on the gender/ESMF/RPF Implementation.
10. Promote participatory monitoring and evaluation (PME) of the project safeguards activities by relevant stakeholders,
11. Maintain close linkage for flow up of information between World Bank and ASDP II Project regarding social safeguard issues in project implementation;

Job Requirement:

Minimum of BA in social science, gender or other relevant field, with minimum five years of experiences in similar works with exposure to participatory development in gender and social safeguard related works;

Familiarity with relevant national policies and legal frameworks relating to gender, land and labour issues;

Willingness to travel to the field;

Good knowledge of computers;

Good English language skills (written and verbal) and fluency in Dari required, and fluency in Pashto preferred
