The Government of Afghanistan has established a new initiative called Asan Khedmat, which operates under the auspices of the Ministry of Communication Information Technology (MCIT), and is a one-stop shop for public services. Asan Khedmat will contribute to improving the efficiency and effectiveness of the Afghan Government and enhance the responsiveness to the needs of the Afghan citizen. The centers will deliver quality services in an inexpensive and timely manner and improve the relation between the citizens and the government. The effect will be to strengthen the democratic system in Afghanistan.
Asan Khedmat is based on the ASAN Services concept of Azerbaijan. The Memorandum of Understanding (MoU) between the Government of Afghanistan and the Government of Azerbaijan, provides that the government of Azerbaijan will provide technical support in all aspects of this initiative. This includes access to software solutions, sharing of strategic and legal documents, support regarding the organizational structure, as well as sharing training curricula and methodology. It is also agreed that Azerbaijan will provide access to their training facilities, during the development period in Afghanistan.
Ministry of Communication Information Technology would like to recruit a qualified individual for the position of IT Specialist for the Asan Khedmat Program at the Ministry of Communication Information Technology of Islamic Republic of Afghanistan with the following duties and responsibilities
· Analyze the organization business processes and identify the system requirements
· Develop and implement new software programs
· Maintain and improve the performance of existing software
The Software Developer will be responsible for the following duties and responsibilities:
· Analyze the organization business processes and identify the system requirements
· Develop and implement new software programs
· Maintain and improve the performance of existing software
· Recommend improvement to existing software
· Prepare training material for different packages; and provide training
· Ensure that reports are produced precisely, timely and regularly. Also assist in the development of the periodic and ad-hoc reports
· Help testing engineer to prepare test cases
· Write and maintain technical documentation to describe program development, logic, coding, testing, changes, and corrections
· Working closely with designers, analysts and staff
The successful candidate should possess the following experience and qualifications:
· Bachelor’s degree in computer science or Software engineering or any other related field
· At least 4 years of experience in software development
· Demonstrate knowledge of development technologies, such as C#, HTML, JavaScript, ASP.NET, Ajax, JSON, JQuery, CSS, SQL Server
· Demonstrate understanding of project from the perspective of both client and developer
· Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
· Ability to gather data, compiles information, and prepares reports.
· Records maintenance skills.
· Ability to use independent judgment and to manage and impart confidential information.
· Skill in organizing resources and establishing priorities.
· Knowledge of office management principles and procedures.
· Skills in the use of database management, word processing, spreadsheet, and/or presentation software.
· Effective verbal and written communication skills.
· Knowledge of administrative policies and procedures as applied to Asan Khedmat.
· Knowledge of Dari or Pashto and English languages are required.
