About National Procurement Authority:
After several decades of wars and civil strife, building an effective state - one that can provide security and services to the people - has been at the heart of the reconstruction effort in Afghanistan. The government has made significant progress in many areas such as primary education, basic health services, irrigation, rehabilitation, and rural development. In spite of the Government’s best efforts to improve the service delivery in priority sectors like health, education and infrastructure, corruption remains a major obstacle in effective governance and thus efficient service delivery to the people of Afghanistan. The Government has taken many steps to ensure that corruption is dealt with a firm hand and is contained in the medium term and completely eradicated in the long term. One of the main area of corruption is procurement. Till now, the procurement system in Afghanistan was fragmented across Procurement Policy Unit under the Ministry of Finance, Afghanistan Reconstruction and Development Services (ARDS) under the Ministry of Economy and the Special Procurement Commission (SPC) under the chairmanship of the Minister for Finance, apart from the procurements handled by individual line ministries and other sub-national entities. As part of the ongoing system reforms by the present Afghanistan Government, these three entities have been amalgamated into one single agency called National Procurement Authority (NPA) to act as the apex procurement organization, to formulate policies related to public procurement and to regulate the public procurement function in the entire nation. The NPA will consolidate the functions of above mentioned entities into a single central organization to oversee and facilitate all national procurement (goods, works and services) above a certain threshold and which are vital to economic development of Afghanistan. In addition, it will look after the policies and procedures to strengthen the procurement system and start e-procurement in Afghanistan, to bring about a completely transparent public procurement system. Other objectives of this directorate are to enhance budget execution, ensuring efficiency in public procurement system, recruitment of professional and honest procurement civil servants at different levels and various capacities.
The incumbent works under the overall guidance and supervision of PMIS Manager. He/she will provide technical support and technical inputs required to allow NPA to achieve its target of establishing a fully functional PMIS system mainly system development which will be capable of supporting and servicing the information system needs of the entire NPA and Ultimately, should be able to translate high-level requirements into interaction flows and artifacts and transform them into interactive, intuitive, and functional designs.
Duties & Responsibilities:
Review, analyze and modify Web Applications modules including documenting, designing, developing, testing, monitoring, and maintaining as specified by PMIS Manager.
Assist in the designing and development of relational database systems with MS-SQL Server 2014 including the designing of Tables, Relations, Complex Queries, Stored Procedures, and Functions.
Assist MIS Manager to integrate client/server based database system (MS SQL Server 2014) to the web portal (C#/ASP.NET Application).
Assist IT/MIS Manager in analyzing the new reporting requirements and designing/deploying the online reports and integrating them into web application (Crystal Reports) or Ajax based reports.
Integrate data from various back-end services and databases.
Contribute towards monitoring the work against the production schedule closely and provide progress updates and report any issues or technical difficulties to MIS Manager on a regular basis.
Assist seniors to gather and refine specifications and requirements based on technical needs.
Cooperate with web designers to match visual design intent.
Contribute to the development of relevant standards and guidelines.
Provide support to e-PMIS operations and maintenance and ensure its effective implementation.
Maintain daily, weekly and monthly backups.
Provide technical support to administer and maintain the PMIS.
Support PMIS team to provide training and workshops for beneficiaries.
Perform any other related duties requested by PMIS Manager.
Bachelor's Degree in Computer Science, Information Technology, Information Systems or any other relevant field.
Holding Vendor Certificates in Web/Application Programming including MCPD and MCDBA is preferable.
II. Work Experience:
Must have two years of experience in System Engineering, Computer Science, Information Technology or any other relevant field
III. Language Requirement:
Excellent communication skills in at least one of the national languages (Pashto or Dari) and in English.
Good conceptual skills e.g. for decision making and other analysis is highly required.
Technical knowledge of Software Development Life Cycle (SDLC).
Working knowledge of data modeling and manipulation.
Working knowledge of C#/ASP.NET & Visual Studio and OOPs.
Working knowledge and high level of Experience in ASP.NET/C#.
Working knowledge of Client/Server Encryption Protocols including SSL.
Understanding of MS-SQL 2014, MySQL server deployment, Database Design, Trouble Shooting, Administration, Maintenance, Replication, Security and Account Management, Backup, and Disaster Recovery
Working knowledge of XML/XML DOM.
Ability to multitask effectively as well as to work under pressure.
Ability to exercise a significant degree of initiative and to work effectively with stakeholder organizations.
Ability to work under pressure and for highly tight deadlines.
Good interpersonal and communication skills
Knowledge of government, GoIRA rules and regulations would be an advantage.
