About Ministry of Foreign Affairs of the Islamic Republic of Afghanistan:

The Eshtighal Zaiee – Karmondena (Ez-Kar) Program is currently under preparation and is expected to be officially launched by December 2018. The Project aims to strengthen the enabling environment for economic opportunities in cities where there is a high influx of displaced people. This will be pursued by increasing the returnees’ access to civil documents, providing short-term employment opportunities, improving market enabling infrastructure, and supporting investor friendly regulatory reforms. 

The project design as mentioned above will include multiple implementing agencies, namely Ministry of Foreign Affairs (MoFA), Ministry of Refugees and Repatriation (MoRR), Kabul Municipality, and Independent Directorate of Local Governance (IDLG). At the central level, Ministry of Economy (MoEC) will serve as the lead line Ministry responsible for inter-ministerial coordination among stakeholders within the Government. MoEC, with the World Bank and other donors, will carry out overall management and project oversight across the Implementing Agencies (IAs) and other relevant agencies that are a part of the wider migration response strategy under Displacement and Returnee Executive Committee (DiREC).

This assignment particularly relates to Component 1 of the Project, which will support Afghan refugees (both registered and unregistered) in Pakistan and their voluntary repatriation. The Ministry of Foreign Affairs (MoFA) will be the Implementing Agency (IA) for the component, both in Afghanistan and in Pakistan, while the Ministry of Refugees and Repatriation (MoRR) will be involved in the implementation of communications activities. The component provides technical assistance, institutional support and training, necessary equipment, and operational assistance to MoFA to: (a) enhance its capacity to provide consular services (such as issuance of passports and verification of certificates); (b) develop and implement a joint communication strategy for MoFA and MoRR to disseminate information to Afghan refugees in Pakistan in order to facilitate their access to economic opportunities and social services through information centers at MoFA missions in selected cities of Pakistan, in collaboration with MoRR; and (c) support day-to-day implementation of Component 1 of the Project.

The Gender and Safeguard Officer will work under the supervision of the Director General, Consular Affairs, and report to and support the Coordination 1 PIU Coordinator with technical and management capacity

Skills Description:

·        Lead the application of the EZ-Kar Environmental and Social Management Framework (ESMF), and the Resettlement Policy Framework (RPF) in Component 1 activities as needed.

·        Put in place a Grievance Redress Mechanism as per its design in the Component 1 Operations Manual, and oversee and monitor its functions in coordination with designated grievance redress officers and grievance redress committees established at Afghan missions in Pakistan and in MoFA HQ in Kabul.

·        Provide regular complaints summary (resolved/pending) to MoEC central GRM database. 

·        Regularly follow up on Social Safeguards related data entry in the MIS database and make sure that the data is accurate and correctly entered into the system.

·        Provide social safeguards and social inclusion related inputs to the Component 1 Joint Communications Strategy, manuals for information centers and helplines, communications materials, and background social assessment work required to inform the preparation of these products. 

·        Respond to Third Party Monitoring reports on Component 1 social safeguards related issues. 

·        Review the selected project sites if it is socially sound and secure from a functional safety perspective.

·        Develop safeguards reporting formats as applicable to Component 1 and maintain social records on established formats. Compile data on all agreed social safeguard indicators and share periodic reports on the same for the Quarterly and other reports.

·        Any other relevant duties assigned by technical unit head and senior management of CCAP and EZ-KAR.

·        Review the existing policies and procedures regarding gender and social safeguards in the project and analyze gaps, deviations or lack of adherence, ambiguities, and make recommendations to Component 1 and EZ-Kar management on how to address them with proposed revisions in these policies and procedures.

Duties & Responsibilities:

The Gender and Safeguard Officer will work under the supervision of the Director General, Consular Affairs, and report to and support the Coordination 1 PIU Coordinator with technical and management capacity. The individual would be responsible for the following activities:

Key Roles and Responsibilities:


Generic:

  • Ensure that all activities conducted under Component 1 of EZ-Kar are implemented in compliance with the World Bank’s and the Governments relevant safeguards policies and requirements, and that the project’s social safeguards and gender related implementation arrangements and processes are followed.

·        Lead the planning, implementation, and monitoring of actions and measures to enhance the gender sensitivity of Component 2 of the EZ-Kar project. The aim is to enhance the inclusiveness of and equity between men and women in accessing the opportunities and benefits provided by Component 2, and to prevent or mitigate potential adverse gender-based effects of Component 2. 

·        Ensure adequate and accurate processes and tools are in place to monitor and report on gender and social safeguards related status of Component 1 of the project.

·        Undertake periodic spot checks in the field to monitor the actual progress on these two areas that may be attributed to Component 1 of the project directly or indirectly.

·        Prepare PowerPoint presentations for the World Bank’s Implementation Support Missions (ISMs) sessions on social safeguards and gender/ women’s empowerment, and present the same.

·        Respond to Government/ donor/ auditors etc. queries on the gender and social safeguard issues of the given component.

Gender Specific:

·        Review and ensure that all Component 1 operations and training manuals (including forms) adequately cover gender-sensitive processes, measures, and actions planned/required by the EZ-Kar project documents and address gender-based opportunities and risks.

·        Mainstream gender in various training and capacity building programs under Component 1 (provide necessary gender-related inputs to training materials and modules; review and monitor the effectiveness of such training, and introduce improvements as necessary). 

·        Provide inputs to Component 1 Joint Communications Strategy, manuals for information centers and helplines, and other communications materials, and ensure gender equity in access to information and services provided under Component 1.

·        Develop and implement a gender monitoring plan to assess the application of (adherence to) EZ-Kar’s gender processes, measures, and actions.

·        Identify, report, and propose countermeasures to any gender-based risks, shortfalls, or inequalities as they emerge during Component 1 implementation.

·        Take leadership in planning and organizing activities for the capacity building of stakeholders (especially information center and passport center staff) on gender responsiveness of the Component, including to gender based violence (GBV).

Promote gender balanced staffing in the project. Track the requirement for female staff (how many and which positions should be female only such as information center staff and surge

Qualifications:
