Job Summary:

The Senior Monitoring and Evaluation Specialist (SMES) will provide support to the Deputy Chief of Party (DCOP), the Program Expert (PE), technical team leaders and teams, and subcontracted partner representatives to create and track the SWSS Performance Monitoring Plan (PMP), create and implement a monitoring and evaluation (M and E) system, lead the hiring of M and E staff, and train this staff on the SWSS M and E system.

Duties & Responsibilities:

Principal Duties and Tasks

• Assist the SWSS Team in formatting and drafting the PMP in coordination with USAID;

• Use the findings and products from the short-term M and E consultant to complete the design and structure of the SWSS M and E system and the Performance Monitoring Plan;

• Lead the ongoing refinement of the SWSS PMP, including the specification of the key impact indicators and the determination of realistic but challenging targets;

• Supervise the development of, or develop formats, standards, indicators, and other mechanisms for measuring progress on activity implementation and achievement of project objectives presented in the task order contract. Present these to the DCOP and PE for review and approval;

• Develop formats for quarterly reporting on indicators as part of project Quarterly Reports;

• Assist in evaluating potential project M and E staff;

• Manage M and E staff expected to include three regional M and E Specialists and an M and E Data Entry Specialist;

• Train project technical staff on USAID M and E concepts and practices as well as site monitoring procedures (e.g. communications, data verification);
• Lead the implementation of all project M and E systems (i.e. data collection, compilation, analysis, reporting and data storage) based on the SWSS PMP and work plan;

• Support the project technical team in tracking and documenting the status of all SWSS activities, deliverables, targets and results;

• Ensure coordination – to the extent possible – of SWSS PMP and M and E systems with those currently in use on ARD’s ADP project;

• Require and receive input to the SWSS PMP, indicators, data collection and reporting from SWSS implementing partners;

• Provide support to the COP, DCOP, and PE as needed to integrate the PMP into the implementation of all project activities;

• Work closely with component directors, DCOP, PE and regional teams to ensure full coordination and collection of M and E data;

• Provide input as required to USAID’s information management system, “Afghan Info”;

• Establish M and E reporting mechanisms and procedures for gathering field data for monthly, quarterly, and annual reports;

• Undertake regular visits to project field sites to support implementation of M and E systems and identify needed improvements;

• Collaborate with implementing partners to establish systems to collect and input data, and periodically check data quality through spot checking, raw data review and interviewing beneficiaries and stakeholders;

• Keeping accurate and easily accessible files to facilitate data auditing;

• Perform other tasks as may be assigned by the supervisor or Chief of Party.

Job Requirement:

Advanced University degree in social science or similar field (relevant experience and another university degree may substitute for the degrees mentioned).

WORK EXPERIENCE:
Minimum of 4 years progressive experience in an equivalent position Experience working in a similar position for an international organization is preferred. Must have willingness to travel to ARD Afghanistan field offices on ARD business must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.


Work experienced of USAID funded project is a clear plus.

SKILLS:
Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing Excellent interpersonal skills, including patience diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team must also be able to create a supportive working relationship among all project teams

LANGUAGES:
Fluent knowledge of speaking and written English, Dari and Pashto

GENERAL:
Excellent analytical and organizational skills;
Willing to regularly conduct site visits to the project sites;
Strong diplomatic and interpersonal skills are desired;
Knowledge of USAID procedures is desired.
