The Senior Operations Manager under direct supervision of the Chief of Operations; will be responsible for the following functions;
• Co-Chair the mine action Operations, EOD, Mechanical and survey/clearance working groups.
• Assist with the coordinating all the day to day mine action operations related to Afghanistan, including mine risk education, minefield surveys, mine clearance, battle area clearance and training.
• Assist in producing, reviewing and updating, in conjunction with all the AMACs and mine action NGO planning staff, the annual and quarterly work plans for the mine action Program,
• Assist in liaising with the Government, UN agencies, World Bank, other Organizations and NGOs having Programs, which require mine action support,
• Assist in advising on the identification of priority tasks for the Program,
• Assist with reviewing all project proposals submitted for funding from an operational capability point of view,
• Assist in coordinating, with the Chief of Information, the efficient integration of the information management system for mine action into Program Operations,
• Assist in coordinating, with the Chief of Quality Assurance, the efficient integration of the quality management plan for operational mine action activities,
• Ensuring that the technical quality of all mine action projects remains at the highest professional level,
• Review the annual training and development plan for the Program,
• Reviewing all accident, incident or missed device reports,
• Conducting regular field trips to monitor the progress of the AMACs and implementing partner mine action activities,
• Providing HQ and Field briefings of visitors to the Program
• Perform the duties of the Chief of Operations in his absence,
• Oversee the performance of all AMACs and sub-AMACs
• Act as the National Staff Security Focal point.
• Process the request for mine action trainings e.g. Demining Course, De mining Team Leader course etc.
• Assist in developing the technical and training SOPs used by the program.
• Any other task as directed by the line manager.
• Masters Degree in Public Administration, Economic or Social Sciences, or Bachelors degree in related field with 8 years of professional experience.
• 5 Years of relevant experience in the field.
• Extensive mine action experience is desirable.
• Initiative and sound judgment, dedication to the UN principles and demonstrated ability to work independently and harmoniously with people from all different national and cultural backgrounds.
• Familiarity with UNOPS rules and regulations is an asset.
• Fluent in English Dari and Pashto both oral and written
• Computer literate with knowledge of Word, Excel, Power Point, etc.
• Leadership qualities
• Experience of working with NGOs is an asset
