About Ministry of Transport (MoT) Sustainable Reform & Technical Assistance Project (SRTAP):

Founded: 1930

Governmental office The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport (MoT).

Job Summary:

The Sr. Structure Design Engineer works is responsible for the overall output of bridges design section, and other hand is the one who is following the Structure construction activities on the site. The Sr. Structure Design Engineer will manage all designs and technical documentation produced by the Bridge/Structure Design Unit, and specifically designs and reviews drawings, specifications and work methodologies according to AASHTO and Ministry of Transport (MoT) Design standards. The Sr. Structure Design Engineer Reports Head of Technical Unit.

Skills Description:

  • Must be familiar with pre-stress and post tension Structure design
  • Must be able to deliver cost effective structures/bridges designs
  • Strong technical background and working knowledge of structure design and construction work
  • Good analytical capability and attention to detail within calculations, checking and summarizing.
  • Ability to interpret engineering documentations such as drawings, specifications, scope of works, etc.
  • Excellent working knowledge for preparing the Structure design drawings and site-specific structure design drawings in all phases of engineering design.
  • Have strong computer knowledge of Road Software (e.g. AutoCAD Civil 3D) and Spreadsheets,
  • Have strong knowledge of AutoCAD, and performing material takeoffs with CAD.
  • Design using various methods of calculations/software such as ETABS, SAFE, SAP, STAAD Pro.
  • Ability to use Structure and structures design software’s.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Good computer skills in operating MS Windows and MS Office programs.
  • Proficiency in English, Dari and Pashto (Reading, Writing and Speaking).
  • Strong communication and interpersonal skills, ability to work with high levels staff and functions within the organization.
  • Be able and willing to travel to all provinces and remote location in Afghanistan, including volatile and insecure areas.

Key Performance Indicators (KPIs):

  • Must able to deliver at least 2 bridge design/month with complete documentation.
  • Must able to review 4 bridge design /month outsource survey and design
  • Must able to prepare the bill of quantities of road and bridge projects.
  • Must able to prepare the design drawings of other road and bridge related
  • Must able to review 100Km/year structure’s drawings of the contractors’ design.
  • Must able to design all structures of the roads including all type of culverts, retaining walls, washes and etc.

Job Requirements:

  • Bachelor Degree in Civil Engineering, Civil  Structure Engineering with 7 years relevant experience  
  • Master’s Degree in Civil Engineering, Civil Structural Engineering t with 5 years experience.
  • Previous experience working in a UN or World Bank and Government project, INGO is an advantage.

Duties & Responsibilities:

  • Responsible for overall output of the of the Structure design unit in preparation of Structure design drawing, estimation and documentation.
  • Responsible for reviewing the plans and specifications on projects, prepared by technical team, and creating the final site-specific drawings of the bridges for construction in line with the design and technical specifications requirements for completeness and accuracy
  • Confer with members of the design and engineering team and conduct research to determine project requirements/scope of work.
  • Responsible for the provision of technical supervision and quality assurance for all project activities.
  • Supervise the work of consultants, including the quality and appropriateness of work and adherence to technical specifications.
  • Support the monitoring and evaluation of the project
  • Provide overall leadership, management, and technical guidance to ensure the achievement of project objectives and performance indicators; the quality and timeliness of the project work; effective management, effective human resources allocation; and accurate project reporting;
  • Design, estimate, and prepare drawing of all projects such as bridges and roads structures of MOT.
  •  Made site visits of all the road and Structure projects faced problems in the construction stage and solve technical problems on the site.
  • Visited site for survey and site selection for major projects.
  • Create spreadsheets in design estimation and survey analysis of the projects.
  • Make sure the quality construction work is as per specification of MoT.
  • Continuously follow up the on-going projects and coordinate with the contract management unit of the MoT.
  • Monitor the implementation of the works by conducting site visits and providing guidance for improvement and good results;
  • Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications;
  • Monitor the construction of foundations of bridges and culverts. Ensure QA/QC Engineers are undertaking testing of safe bearing pressures;
  • Provide technical backstopping and training to project’s engineers and local contractors in Structure design and construction techniques including good practices and troubleshooting methods.;
  • Perform any other duty in line with these ToR’s as directed by the Head of Technical Section.

Monitoring and Progress Controls

  • Weekly meeting with Technical Unit for reporting on the progress and completion of works according to project requirements.
  • Regular updating of the structures typical design drawings.
  • Regular submission and updating of all Structure and structures design drawings

Final Product

  • Structures designs are in adherence to AASHTO and/or MoT standards and use of materials according to technical specifications.
  • Specifications are adhered to by Contractors
  • The quantity breakdown is as per design drawings
