The Tax Accountant Manager will provide technical assistance designed to:
contribute to the development of procedures for the registration, screening, testing and certification of tax accountants under Article 33 of the Tax Administration Law;
oversee the administration of registration, vetting and the examination of applicants;
develop examination papers and answers for the tests of accounting, income tax law and tax administration law based on the Accounting Guide and the models provided by the ARD; and
train tashkeel in the application of the procedure.
Principal duties and responsibilities are listed below. The candidate will not be an employee of the APFM project and will not receive benefits provided to project employees. Four Months has been allotted for this assignment. The assignment is scheduled to commence on or about May 15, 2017.
The ST Tax Accountant Manager reports to the Component 1 Director or his/her designee
The ST Tax Accountant Manager will perform the following duties in collaboration with the ARD and the Professional Accountants Organization Department (PAOD) of the Ministry of Finance (MoF).
Support Tax Accountant Office (TAO) registration and membership support by developing and overseeing the application of a set of detailed procedures on registration, vetting, certification of applicants and support for members, including the following:
establish a Tax Accountant database;
establish procedures to ensure adequate security and backup of the database;
establish checklist and process for vetting applicants;
establish formats for replies to applicant questions;
oversee the correct and timely replies to applicants on vetting and examination results;
develop reporting on the state of applicant processing and member information;
organize the sourcing and presentation of member certificates; and
establish routine communications via email to members.
Support the examination of tax accountant applicants by developing and overseeing the application of a set of detailed examination procedures, including the following:
develop rules for applying and taking examinations;
develop the procedures for scoring, recording, and communicating results;
organize examination sessions in Kabul and provinces;
oversee the examination sessions; and
oversee scoring and recording of scores in the Tax Accountant database.
Bachelor’s degree in economics, finance, accounting or related field and at least 5 years of relevant experience in accounting or auditing.
Proficiency in Microsoft Office, especially MS Word, Excel and PowerPoint.
Ability to communicate and work effectively in a cross-cultural environment.
Excellent organizational and prioritization skills.
Ability to write and verbally communicate clearly and concisely in English and Dari or Pashto.
Experience in tax compliance or tax administration is preferred.
At least 1 papers of ACCA Fundamental Level is preferred.
