PURPOSE:
The Subcontract and Grants Director is responsible for ensuring all project procurement and subcontracting activities are achieved according to project deadlines and in compliance with USAID rules and regulations. S/he will ensure the integrity of subcontracts, Grants and procurement actions, including accurate procurement documentation, and will help train staff in DAI policies, procedures and systems.
OBJECTIVE AND DUTIES:
Manage program subcontracting and Grants in compliance with DAI and USAID regulations and Afghan law
Determine source selection methods for complex procurement to ensure compliance
Prepare and issue Request for Proposals (RFPs), Request for Quotation (RFQs) Request for Information (RFI) and/or Invitation for Bids (IFBs)
Conduct pre-award responsibility and financial review of potential subcontracts and grants
Review/evaluate bids, quotes and applications for cost reasonableness and negotiate with potential vendors and subcontractors with technical managers
Issue subcontracts, purchase orders, task orders, agreements and amendments/modification, explaining terms, conditions, roles, and responsibilities
Conduct vendor negotiations and write negotiation memorandums
Maintain and track all local procurement data in TAMIS and Oracle accounting system, and ensure closeout documentation is completed in a timely manner
Ensure complete backup documentation for procurement purchases and subcontractor and grantee’s invoices is submitted to the project’s Finance Team to support requests for payment
Perform regular spot audits of procurement, subcontract and grants files to ensure completeness, accuracy, and compliance
Oversees Grants manager and Subcontract managers subcontracts officers and grants officer and Assistant, evaluating their performance and developing capacity
Identify and maintain relationship with suppliers/vendors/Grantees and manage/update vendors list on a regular basis
Monitor, track and expedite all WIE procurement activities and delivery status of goods/services
Participate in activity work planning, and proactively conduct market research in support of anticipated operations and technical needs
Master with 5 years or Bachelor with 10 years of experience
QUALIFICATIONS:
Bachelor’s degree in Business Administration or related field
8-10 years of relevant experience and progressive responsibility in subcontracts and Grants at the mid-level of an organization
Minimum 5 years’ experience working in a Grants, subcontract or procurement for USAID funded projects
Experience leading and managing the assistants & acquisition aspects of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations
Accuracy in working with large amounts of data
Ability to respond effectively to time sensitive demands & inquiries
Proficiency using Microsoft office suite, and other relevant software
Demonstrated strong problem solving skills, especially for issues where there is little precedent
Exceptional customer relations (both internally & externally); provides sound business judgment and contractual oversight
Excellent organizational skills with a willingness to take initiative and be proactive in the procurement process
Ability to manage and prioritize multiple concurrent bids
Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
Extremely well organized and self-directed individual with sound technical skills, and analytical ability, requiring minimal guidance.
Fluency in English is required
