The Subcontracts Specialist, based in Gardiz, shall assist the Contracts, Procurement, Grants Manager to carry out pre-award and post award actions, as specifically described herein:
• Conduct pre-award responsibility and financial reviews of potential subcontractors, review subcontractor budgets for cost reasonableness, train local subcontractors and U.S. based NGOs in USAID/Federal Acquisition Regulation (FAR) compliance including allow ability and proper allocation of costs;
• Conducts moderate to complex, non-routine client, subcontractor and grantee negotiations often requiring detailed analyses of proposed terms and conditions; writes resulting negotiation memoranda; and
• Issues Subcontracts, Purchase Orders, Task Orders, and amendments, as required, to any award actions.
DUTIES AND RESPONSIBILITIES:
Assist the Contracts, Procurement and Grants Manager to:
• Prepare request for consent to issue subcontract packages with all FAR Part 44 components, including negotiation memorandum and summary of the competition process;
• Prepare Request for Proposals (RFPs) and/or Invitation for Bids (IFBs);
• Participate in the Review Committee Meeting(s) to contractually evaluate the subcontractors’ proposals and oversee the field procurement processes to ensure USAID and FAR competition requirements are met. This includes a close coordination with the technical committee;
• Negotiate subcontract provisions, recommend subcontractor(s), negotiate and coordinate additions, deletions, or modifications to subcontracts;
• Analyze and evaluate supplier proposals, establish allow ability and reasonableness of proposed costs, and evaluate proposed profit/fee;
• Preparing, subcontracts, and/or other type of vehicles;
• Ensures all subcontracts and other procurements comply with applicable regulations, corporate policy, and good commercial practice;
• Develop subcontract specifications, work statements, and terms and conditions for the procurement of services
• Provide formal and informal training of subcontract for the field personnel;
• Maintain data on the TAMIS and Oracle accounting system for all subcontracts; and
• Active involvement during the close out process
At a minimum the candidate must demonstrate:
• At least 1-2 years experience working in subcontracts or contracts for a donor agency or prime contractor
• Expertise in Excel and the rest of the Microsoft Office suite;
• A thorough understanding of proposal pricing requirements;
• Knowledge of U.S. Government procurement regulations;
• The ability to be proactive, prioritize, and work under tight deadlines in a service-oriented and sales-driven environment—speed and accuracy are essential requirements for this position;
• Superior organization, communication, and interpersonal skills;
• Sound analytical and reasoning skills;
• Sound business judgment and understanding of business issues related to contracts;
• An understanding of project management requirements;
• A demonstrated ability to negotiate with internal and external customers;
• Experience in a contractor performance system review environment and working with USAID regulations;
