Job Summary:

Supply Chain Assistant (SCA) is a member of the Regional Team as well as part of AVIPA supply chain. SCA is assisting supply chain activities in support of AVIPA operations from the regional office as directed by Supply Chain Officer (SCO). SCA reports directly to Supply Chain Officer based in AVIPA/North region.

Duties & Responsibilities:

Assists Procurement Management
Assists SCO in identifying potential vendors and suppliers
Interacts with vendors and conducts vendor evaluations
Checks vendors reliability and background, controls accuracy of vendors’ information for further process
Assists AVIPA staff as needed on creating clear and understandable purchase requests and other documentation.
Assists vendors to understand terms and conditions of AVIPA regulations in supply chain
Requests and prepare quotes for available commodities and services and conducts local requisitions
Assists SCO in establishing and maintaining of work program and schedule for ongoing contracts and newly-planned ones
Ensures that purchase orders and contracts are subject to appropriate reviews and approvals, and contain all necessary information, terms and conditions, and signatures
Initiates, conduct, and conclude negotiations for the purchase of goods and services
Assists regional/provincial staff with other supply chain activities, as required
Assists Logistics Management
Deliver the goods/requested items to field offices
Assists any shipments from regional office to sub-offices and Kabul
Issue the stationeries, office supplies and utilities in regional office
Controlled the security guards attendance sheets and shifts
Provide timesheets of Logistic assistant, guards, office cleaners and cooks
Manages the guests, reserve the hotels for them and make the payments
Manages the facilities for regional offices and sub-offices
Edit the house lease agreement and send to log manager for further process
Follow up the region houses rent payments according the lease of IRD/AVIPA
Managed to change generators oil, filters and repairing
Record the logistical activities documentations in file and report to SCO
Assists Inventory Management
Assists SCO to record new purchased assets and inventories
Provide the necessary documentations for the new inventory/asset
Transfer the assets and inventories to exact staff as per IRD/AVIPA USAID Inventory policy
Physical count the assets and inventories on quarterly bases
Follow up the incident reports of assets/inventories, damaged, lost, robbed and disappeared
Record the inventory activities documentations in file
Assists Transportation Management
Assists SCO in coordinating the region transportation facilities to operation and M and E staffs
Advised the drivers about safe driving and regard the security issue in the area
Managed the vehicle drivers attendance sheet in all Kunduz region
Collect the vehicles log book from regional office and sub-offices on monthly bases
Provide the time sheets of vehicles on monthly bases
Record the above documentation of transportation activities in file
Supportive Services
Acts as a liaison between other ancillary departments as needed to meet daily supply chain requirements
Demonstrates knowledge of emergency situations and reacts appropriately
Desires to travel to provincial sub-offices

Learns and practices cost effective use of services and supplies
Utilizes available communication tools (staff meetings, and bulletin boards) to remain informed
Consistently demonstrates that new knowledge and skill incorporate them into actual practice

Job Requirement:

2-3 years of experience in supply chain management
Experience working with international NGO and US Government funded projects will be an advantage
Good knowledge of internal supply chain policies, processes and procedures generally and significant experience in their application to the procurement of a wide range of supplies and services
Good computer skills and proficiency in standard computer applications (e.g. Word, Excel etc.), as well as in the use of supply chain related databases and software
Fluency in English, Dari, and Pashtu
