Women for Afghan Women (WAW) is a grassroots civil society organization dedicated to protecting and promoting the rights of disenfranchised Afghan women and girls in Afghanistan and New York. In particular, WAW works to help Afghan women and girls exercise their rights to pursue their individual potential to self-determination, and to representation in all areas of life—political, social, cultural, and economic. WAW relentlessly advocates for women’s rights and challenges the norms that underpin gender-based violence to influence attitudes and bring about change.
Under the overall supervision of the Regional Manager of WAW and consultation of UNHCR of Mazar, the incumbent will be responsible for the procurement and supply activities of the UNHCR community mobilization project and any other activity as deemed appropriate by UNHCR and WAW in the Northern and Northeast of Afghanistan.
1- Plan the procurement required goods and services with the relevant units of the organization, estimate and establish cost parameters and budgets for purchases.
2- Evaluate Purchase Requests and authorizations to ensure that specifications, budget data and other requirements are in order.
3- Ensure that the products and supplies are in good quality according Best Value for Money (BVM)
4- Draft and dispatch Request for Quotations (RFQs) and make sure to launch the tendering to the capable suppliers according to the procurement role and regulations.
5- Receipt samples of materials and make sure to get confirmation of the requesters on samples and the Technical Evaluation Team (TET), evaluate financial offers and prepare bid tabulations technically and financially to get the approval from the project manager or the head of Office.
6- Prepare Purchase Orders and send confirmations to the suppliers.
7- Prepare proposals for award of contracts to the Contracts Committee.
8- Coordinate and supervise the work of community mobilization procurement with the relevant provincial staff members of UNHCR.
9- Receive the materials in presence of TET members, requesters for inspection.
10- All the items/materials samples to be procured should be cleared by UNHCR relevant provincial focal point.
11- Release and the dispatch the goods smoothly delivery to the relevant destinations in timely manner.
12- Maintain records of purchases, pricing, and other important data.
13- Maintain and update a list of suppliers and their qualifications, delivery times, and potential future development.
14- Take control of inventory and asset belongings to UNHCR project
15- Work with team members and management to complete duties as needed.
16- Keep using the PRs dashboard and report on timely manners
17- Stay in close coordination with WAW HQ Logistics Manager and adhere the policy and procedure time-to-time within the donor/s
18- Implementing the prepared checklists for all purchases
19- Keep attending to logistics training and orientation at the field level and/or WAW HQ
20- Any other tasks as assigned by Regional Manager or WAW Logistics Manager
Ø Minimum of 3 years of work experience in procurement and supply section mainly and particularly in humanitarian settings;
Ø Desirable knowledge of supply chain management
Ø Bachelor Degree in BBA, Economics, Commerce
Ø Fluency in Dari/ Uzbeki, Pashtu, English is an asset
Ø Experience in the usage of Office package (MS Word, Excel, etc)
· Uphold the highest humanitarian standards and principles;
· Have ability and willingness to travel and spend long hours in the field locations;
· be ready to travel jointly with Community Mobilization Officers to North/North East Province for procurement related issues
· Have capacity to work independently and as part of a team;
· Have excellent interpersonal relationships, networking and communication skills;
· Have good analytical skills and capacity to coordinate with a variety of humanitarian actors and local institutions;
· Be able to represent WAW mandate and principles with communities and local authorities, using appropriate messages and methods
· Understand and be sensitive to local customs
· Be able to prioritize work;
· Be flexible and adaptable to ever changing environments
· Be able to work under pressure
