QED is seeking a survey specialist to provide technical support to the RAMP Up South Kandahar monitoring and evaluation (M and E) team. S/he will design the surveys, provide technical direction and supervision to staff hired to implement the annual surveys, and check survey data as it is collected. The candidate will also be responsible for authoring or contributing to reports for USAID. The Survey Specialist will report to the M and E Director.
This assignment will be conducted in the Kandahar province of southern Afghanistan. Travel to other project facilities may be required.
• Create surveys designed to determine baseline status and monitor progress towards achieving program goals
• Design annual citizen perception and satisfaction survey specifically tailored to Ramp Up-South
• Design annual municipal capacity survey for Municipality Capacity Index reporting and separate municipal capacity survey specifically for Ramp Up–South monitoring.
• Create other specific surveys as needed.
• Work with M and E director to ensure that surveys and survey data fit into Ramp Up-South M and E framework
• Coordinate survey sampling procedures and determine intervention and control group samples.
• Determine around 12 survey locations in conjunction with M and E team
• Provide technical oversight and training to field team implementing the surveys for conducting surveys, data management, and quality assurance in coordination with M and E deputy director and training specialist.
• Manage incoming field data and conduct statistical analysis (univariate and multivariate) for reporting requirements.
• Collaborate with other M and E specialists, M and E director and deputy director on reporting. Author and contribute to M and E reports and other deliverables, making recommendations for future M and E efforts as needed.
• Minimum 3 years experience in social science research, M and E, survey and focus group implementation, and/or international development.
• Extensive experience with univariate and multivariate statistical analysis methods
• Additional experience with managing and training field staff in M and E and survey methodologies
• Secondary degree required, university degree preferred. Equivalent years of experience acceptable in lieu of university degree.
• Experience with USAID-funded projects.
• Excellent English languages skills, both verbal and written.
• Basic computer skills, including experience with word processing and spreadsheet programs.
