Extensive support is being provided by the donor community to assist establishment of an effective Customs administration and infrastructure for Afghanistan. The objective of the Task Coordinator will be to coordinate with respective department heads (directors and managers) as well as with project personnel concerned for implementation of reform activities concerning his area of work. His role will be supportive to the departmental officers in carrying out reforms. The incumbent will perform following functions, but not limited to:

Duties & Responsibilities:
â€¢ To coordinate with the Project Implementation Team of the Second Customs Reforms and Trade Facilitation Project (SCRTFP) and other donors on behalf of the ACD in implementing various reform activities assigned as enumerated below and constantly monitor the progress made therein.
â€¢ To regularly apprise the Director General Customs and Technical Director as well as the concerned Project Manager/Team Leader and Manager (CURE) about the progress of the reform activities assigned and to extend requisite help in case of any delay or deviation.
â€¢ To prepare and send periodical reports to the Director General Customs and Technical Director as well as the concerned Project Manager/Team Leader and Manager (CURE) as prescribed for this purpose.
â€¢ To assist in reorganization study of the ACD and in its implementation through coordination with the Ministry and Civil Service Commission as required.
â€¢ To actively help and coordinate in conducting survey and study to review the existing customs clearance procedure, including those relating to examination of import and export cargo, warehousing etc for reengineering business process in customs.
â€¢ To help in examining existing procedures for verification of documents and compliance of customs rules and regulations.
â€¢ To help in review of the Customs Code and in drafting recommendations for its amendment to strengthen Customs control, improve compliance and facilitate international trade notably by identifying all laws and regulations (i.e., not limited to the Customs law) affecting Customs and border control operations, and making appropriate recommendations for a comprehensive legislative reform package.
â€¢ Any other tasks assigned by DG Customs, Director Technical or the Project Manager/Team Leader.
â€¢ At least a Bachelor Degree in law, administration or equivalent discipline

â€¢ At least three years experience in customs, governance or law.

â€¢ Fluency in both written and oral English is required. Knowledge of Dari language.

Preference will be given to the ACD officers and in case they are selected, they would be entitled for project allowance in addition to the Government salary they are getting.
