Objectives and Duties:
The Tax and Finance Specialist is responsible to ensure that all the taxes are deducted from the vendors, staff salaries, and lease agreements according to the Afghanistan Tax Law and payed on time to the relevant accounts. S/he will manage the relevant hard and soft filing system and petty cash account.
TASKS:
Taxes
Ensure that taxes withheld are deposited to Government by assigned deadlines.
Prepare monthly reports of taxes withheld.
File relevant documents of taxes withheld and deposited to Government.
Communicate and problem solve with the Ministry of Finance regarding any tax issue that arises.
Upload tax documents into the system in a timely manner.
Based on requests, provide tax documents to vendors, suppliers and contractors.
Provide DAI’s country office with Musharikat tax information on a monthly basis.
Prepare and submit to the Ministry of Finance any other statements as may be required by income tax authorities from time to time.
Keep monthly records of individual staff salaries and taxes withheld.
Prepare annual tax deduction certificates for individual staff members as income tax of Afghanistan and ensure that a copy of each certificate is submitted to the Ministry of Finance on time.
Deal with any other tax issue that may arise.
Other tasks as assigned by supervisor(s).
Finance
Prepared daily petty cash analysis and report.
Process all cash transactions and wire transfer payments.
Maintain and update auxiliary register for the temporary cash advance for small purchases and report to the finance manager on a weekly basis status of the outstanding temporary advances.
Ensure that proper approval signatures are obtained and that both parties – payer and receiver – verify the cash amount of the transaction.
Ensure that all cash transactions are entered into FAS by the accountant and identify the proper account codes for each transaction; verify the accuracy of cash entries in the ledger.
Reconcile petty cash on a daily basis together with the accountant; also make the cash reconciliation every fifteen days at the moment of uploading the PC account into Oracle.
Keep all salary-related information/documentation strictly confidential.
Verify that documentation submitted to finance for payment is approved and complete for preparing wire transfers.
Ensure that the financial files are labeled, organized, and audit-complaint in accordance with USAID and DAI rules and regulations.
Other tasks as assigned by supervisor(s).
Reporting:
The Tax/ Finance Specialist will report to the Musharikat Finance Manager and/or DCOP-Operations and Finance.
Bachelor Degree - Financial Management
Qualifications:
Experience working with tax deduction according to the Afghanistan Tax Law.
Minimum of 3 years of experience maintaining Finance Filing System.
Familiarity with FAS (Field Accounting System) is preferred.
University degree in Financial Management, Business Management or equivalent is required.
