The Government of Afghanistan recently instituted new tax laws requiring the Afghanistan Small and Medium Enterprise Development (ASMED) Project to withhold "contractor" taxes from the gross amounts payable to all Afghan for-profit subcontractors/vendors and transfer this to the Ministry of Finance or face significant financial penalties. This withholding tax applies to all for profit vendors/subcontractors who provide supplies, materials, construction or services to ASMED.
Additionally, ASMED is responsible for paying and transferring funds to the Afghanistan Ministry of Finance for rental taxes withheld on behalf of landlords for project rental property, and for withholding, payment, and transferring of CCN employee income tax.
ASMED requires a Tax Officer to ensure the project is in full compliance with the new government tax laws and to ensure timely remittance of withheld taxes to the Government of Afghanistan. A dedicated Tax Assistant will help ASMED avoid heavy tax penalties and serve as a subject matter expert and single point of contact on tax issues for the project.
The Tax Officer/Main Office is responsible for implementing various activities, to include, but not limited to, the following:
•Tracking, withholding, and timely payment of taxes on all subcontracts, purchase orders, staff salaries and rental property to the Government of Afghanistan for Kabul and the Regional Offices
•Tracking of purchase order deliverables and ensuring taxes on deliverables are withheld and paid on time
•Maintaining filing system for tax payments and tax related documents
•Collecting and filing AISA/ MOC certificates and TIN from vendors and subcontractors
•Submitting tax payments to Da Afghanistan Bank and verification of the payment from the Ministry of Finance
•Serving as liaison on all tax related issues with the Government
•Determining retroactive taxes owed since March 21, 2009 and providing recommendation for resolution
•Any other tasks assigned by the supervisor
1. Bachelor Degree will be preferred.
2. At least 2 years experience in this field
3. Fluency in written and spoken English, Dari and Pashto
4. Good communication and interpersonal skills.
5. Computer proficiency in MS Word and Excel.
6. Good understanding of GoA Tax Laws
