The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions. The program has the following four sections:


  • Case Management System Development
  • Legislative Capacity Building
  • Organizational Capacity Building
  • Monitoring and Evaluation


Job Summary

Team Lead, Criminal Law Reform Working Group Advisor (LCB)

Base of Operations: Kabul, Afghanistan

Salary: NTA Salary Scale - Grade B

Tetra Tech, Afghanistan Justice Sector Support Program (JSSP), is seeking applications for Team Lead, Criminal Law Reform Working Group Advisor (LCB)  position for Legislative Capacity Building section under the supervision of Section Lead (LCB).

Duties & Responsibilities

  • Ensure that LCB staff consistently meet the highest standards in delivery of their work product
  • Represent JSSP in Criminal Law Reform Working Group (CLRWG) meetings and provide secretariat support and legal advice
  • Lead legal research tasks with the team in support of the CLRWG and Taqnin Department
  • Liaise with other components and coordinate activities to achieve established objectives
  • Represent JSSP in legislative reform related conferences, seminars and workshops and prepare reports
  • Provide advisory services such as legal drafting, legal research and coordination of activities for MOJ Taqnin Department staff
  • Translate documents from English to Dari/Pashto or vice versa using proper legal terminology, paying attention to details, and ensuring complete translation of entire documents
  • Draft minutes of meeting, workshops and conferences
  • Prepare timely information for JSSP reports, deliverables and success stories for activities and accomplishments on a bi-weekly, monthly, quarterly, and annual basis, or as otherwise assigned
  • Conduct meetings to further JSSP programmatic delivery at both the U.S. Embassy/INL-Kabul and GIRoA ministries and departments
  • Identify needs and propose recommendations for better LCB implementation
  • Assist in the preparation of LCB component budgets, workplan development, and statements of work; provide inputs for any other reports as requested
  • Rapidly respond to requests for information from JSSP Management, INL, and Tetra Tech
  • Perform other duties as assigned

Job Requirements

  • Minimum of 5 years of relevant professional experience and a Master’s, or 7 years of relevant professional experience and a Bachelor’s degree
  • Experience collaborating with Afghan government ministries and institutions
  • Ability to develop and maintain relationships with cross-sectoral key stakeholders to ensure collaboration to meet project goals
  • Demonstrated understanding of Afghan legal system
  • Ability to travel to provinces
  • Excellent oral and written communication skills
  • Fluent in Dari/Pashto, and English
  • Ability to work in a fast-paced, stressful environment
