Project Summary: The overall objective of the Assistance to Afghanistan’s Anticorruption Authority (4A) Project is to build the capacity of the High Office of Oversight (HOO). This USAID-sponsored program seeks to train HOO staff and improve upon the laws and procedures to ensure that the HOO is a strong and effective institution, able to lead, monitor, coordinate, and report on efforts to combat corruption across the country. In particular, Management Systems International (MSI) will support improvements in the HOO’s institutional development; support the HOO in carrying out its priority responsibilities in asset registration and verification, complaints management, investigations, and coordination and monitoring of the anticorruption performance of other government agencies; provide support in establishing a regional presence for the HOO; and assist in publicizing the HOO’s activities.
Position Summary: As Team Leader of the Human Resources Assessment team, conduct an assessment of the HOO’s staffing relative to its legal mandate and organizational structure, the proper roles of its departments, staffing levels, appropriate position descriptions, future staffing needs, and training requirements. The Team Leader will be supported by one fulltime local human resources specialist and will be able to draw on the technical and administrative support of the MSI office in Kabul.
Period of Performance: This assessment will be conducted over a 2-3 month period, ideally starting in February 2011. The Team Leader will have one week to prepare, 3 weeks in the field, and one week to complete reporting after return from the field.
Responsibilities:
• Conduct interviews with government managers and staff to collect information about department and positional roles and responsibilities, organizational structure, staffing needs, workloads, overlaps or redundancies in the organization, opportunities and challenges, and training requirements;
• Analyze data to assess strong and weak points in the organization, and make practical recommendations to strengthen human resources management;
• Develop training plan;
• Discuss findings with HOO management as well as with the Independent Administrative Reform/Civil Service Commission;
• Serve as primary author of assessment report.
Qualifications:
• Experience conducting technical assignments in human resources management and past experience conducting similar human resource assessments of large government organizations;
• Experience in conducting analyses of human resources, organizational development, and training needs;
• Experience as a Team Leader on similar assignments.
