University Reasearch Co.,LLC Health Care Improvement HCI, Multi Location
The USAID-funded Health Care Improvement Project, implemented by University Research Co., LLC, is working with the Ministry of Public Health of Afghanistan on maternal and child health initiatives focusing on collaborative improvement activities nationally, both at the central and provincial levels, involving public and private sector facilities in Afghanistan.
University Research Co., LLC, is seeking an experienced, Host-Country National technical advisor to provide technical support to the Health Care Improvement project. The incumbent must be able to work under the current conditions in Afghanistan and possess both managerial and technical skill sets, with the ability to form alliances, build partnerships, facilitate consensus among diverse groups and represent URC to the donor agencies, MOPH and partner organizations.
The technical advisor will report to the Chief of Party in Kabul. This is a full-time position based in Kabul with travel to the target provinces.
Responsibilities will include, but are not limited to the following:
Manage, supervise, and provide leadership to implementation of Kabul-based activities and provide technical support to the target provinces directly or indirectly via provincial improvement coordinators
Maintain close coordination with the Ministry of Public Health in Afghanistan and other implementing partners, other local partners, and the donor community
Take a leadership role in the design and implementation of quality improvement programs within the national MCH structures for Kabul-based activities
Provide managerial and technical project support throughout the design and implementation, overseeing key personnel, long- and short-term technical assistance and other organizations involved
Ensure efficient functions in administrative and financial processes and maintain adequate internal controls
Ensure monitoring and reporting of project results
Participate in the design and oversight of annual project planning cycle and development of comprehensive annual work plan and assure its timely implementation
Support Chief of Party (COP) in coordinating overall HCI activities
Travel in the provinces where the HCI Project will be providing technical support to the Ministry of Public Health and other providers
Draft quarterly technical report on HCI-Afghanistan project implementation and submit it to the Chief of party
Attend technical taskforce meetings related to Quality Improvement at national level as requested by the COP
Organize and conduct technical workshops, learning sessions for the quality improvement teams
Pay regular visits to the quality improvement sites as per agreed schedule
Help in translation of English training materials into local languages
Minimum Qualifications:
MD or equivalent with 4-8 years’ experience providing technical support to international, regional or national health related projects
MPH Degree Required
Technical expertise in areas such as Quality Improvement, Maternal and Child Health or Primary Health Care development
Demonstrated excellent writing, communication, and oral presentation skills in Dari, Pashto and English
Demonstrated excellent leadership, managerial, facilitation and conflict-resolution skills
Experience with USAID structure and regulations a plus
