Duties & Responsibilities:
The purpose of this TOR is to recruit a qualified candidate to perform activities related to cross cutting issues of cluster secretariat.
The Advisor will be responsible to provide technical assistance (advise) on developing and implementing a range of strategies relevant to cross cutting issues, and to supporting the finalization of National Priority Programs as requested.
Summary of Key Functions:
â€¢ Provide support to all cluster secretariat, and associate
ministries to define entry points on cross cutting issues
for National Priority Programs,
â€¢ Coordinate and arrange meetings and workshops, if any for
the ANDS technical experts with the line ministries
senior management and other stakeholders;
â€¢ Provide strategic planning assistance to Ministries and
government executing agencies as directed by the Office
â€¢ Assist in developing programs that have been outlined by
the Clusters, including developing timelines, frameworks
and costing portions
The Advisor shall directly report to the DG for Strategic Implementation under the Deputy Minister Finance for Policy, Ministry of Finance through ANDP Project Manager.

â€¢ Master or University degree, preferably in Business
Administration, Organizational Development, Public
Administration or any other related field.
Experience and Skills:
â€¢ Minimum of 10-15 years experience in a significant role
in governance or in development entities
â€¢ Must be knowledgeable of local, national and sub-national
political, economic and social challenges faced by the
Government and people of the Islamic Republic of
â€¢ The incumbent must possess in-depth knowledge and
experience in the development and implementation of
public policy, capacity building, and delivery systems.
â€¢ Analytical and critical thinking skills to formulate
policy options, give advice and develop variable
â€¢ Must be able to produce professional quality reports and
presentations in English.
â€¢ Superior writing and presentation skills demonstrated in
authoring position papers, reports and communications
materials including presentations and publications.
â€¢ A team builder with the capacity to engage individuals
from different organizations and interest points to
collaborate on mutual interests.
â€¢ A self-starter, able to operate independently within a
general framework and an evolving mandate.
â€¢ Good interpersonal skills and ability to establish and
maintain effective working relations
â€¢ Experience in the usage of computers and office software
packages (MS Word, Excel, etc.);
â€¢ Must possess extremely strong oral and written
presentation skills in English.
