Duties & Responsibilities:
To provide technical support to the Government of Afghanistan in the finalization of 1 National Priority Programme
Summary of Key Functions:
â€¢ Provide senior technical assistance to design, write and
cost) National Priority Programs 4 (four), whose overview
is outlined in the attached document.
â€¢ Liaise, as appropriate and desired by the MoF Secretariat
and the Cluster Coordinator, with various donor
governments/organizations to solicit tentative feedback
on the programs, and maintain donor interest and buy-in.
â€¢ Advice on the alignment and harmonization process for
donors interested to support this priority program.
Five weeks (October 25, 2010 â€“ November 30, 2010). Writing can occur in home of domicile.

â€¢ Facilitate daily discussions, including through the
provision of technical inputs, to the Cluster
Coordinators, MoF Cluster Secretariat, and Cluster
ministry focal points to facilitate planning of the
National Priority Program 4, the national program for
â€¢ Complete the program following the templates outlined by
MoF to include full narratives, log frame, costing table,
implementation and procurement plans, and other annexes.
â€¢ Provide concrete guidance on resource mobilization for
the agreed program.
The consultant must have the following qualifications:
â€¢ Demonstrated expertise and experience in Governance,
particularly as it relates to Afghanistan.
â€¢ Direct senior-level experience in Afghanistan interacting
with GoA officials and ministries.
â€¢ Proven expertise and experience in translating policy
directives into practical application through ministry
National Priority Programs.
â€¢ Proven skills to facilitate linkages with donor
governments and organizations and share knowledge of non-
Government of Afghanistan aid programs and activities
related to the Cluster.
â€¢ Professionalism: Demonstrated competence in program
management, policy making, planning and monitoring.
Conscientious and efficient in observing deadlines,

â€¢ Master or University degree, preferably in Business
Administration, Organizational Development, Public
Administration or any other related field.
Experience and Skills:
â€¢ Minimum of 10-15 years experience in a significant role
in governance or in development entities
â€¢ Must be knowledgeable of local, national and sub-national
political, economic and social challenges faced by the
Government and people of the Islamic Republic of
â€¢ The incumbent must possess in-depth knowledge and
experience in the development and implementation of
public policy, capacity building, and delivery systems.
â€¢ Analytical and critical thinking skills to formulate
policy options, give advice and develop variable
â€¢ Must be able to produce professional quality reports and
presentations in English.
â€¢ Superior writing and presentation skills demonstrated in
authoring position papers, reports and communications
materials including presentations and publications.
â€¢ A team builder with the capacity to engage individuals
from different organizations and interest points to
collaborate on mutual interests.
â€¢ A self-starter, able to operate independently within a
general framework and an evolving mandate.
â€¢ Good interpersonal skills and ability to establish and
maintain effective working relations
â€¢ Experience in the usage of computers and office software
packages (MS Word, Excel, etc.);
â€¢ Must possess extremely strong oral and written
presentation skills in English.
